This is professional work of a limited administrative nature assisting a management official in fiscal, personnel, and other management functions and in planning, coordinating and organizing community-based awareness programs¸ adult day training programs, and special events for the Therapeutic Recreation and Inclusion Division.
Plans, organizes, and coordinates recreation programs for persons with disabilities, including participant case management, community awareness, cultural arts, physical activities, and special interest classes. Work involves assessing special administrative challenges and developing objectives and procedures designed to enhance the division's efficiency, ensuring compliance with established contracts and various requirements. An employee in this class may represent a higher-level administrator at various conferences and meetings, following established guidelines and policies. Supervises and evaluates staff engaged in the conduct of programs and special events for individuals with disabilities, while also collecting programmatic data to track outcomes and ensure quality programming. May participate in leisure programs such as sailing, swimming, softball, arts and crafts, ceramics drama, music, dance and other indoor and outdoor activities. This job is not of a routine, clerical or ministerial nature and requires the exercise of independent judgment. An employee in this class works under the general supervision of the Assistant Program Coordinator or designee. Work is reviewed through conferences, meetings, reports and other correspondence. Requires extensive public contact and may be required to work flexible schedule.
Essential Functions
Establishes section's objectives, guidelines, and office procedures. Prepares reports, correspondence, budget documents and file documentation as required.
Maintains case management to ensure compliance with contract requirements, collects program metrics and data, and gathers satisfaction findings as required.
Assists in formulating policies, which are applicable to bargaining unit employees, assigned to their component of the division regarding work hours, schedules and pay matters such as overtime and compensatory time. Plans, coordinates, and executes assigned programs and special events and ensures compliance established guidelines and standards.
Assists in coordinating and overseeing transportation requirements for the section; coordinates requisitioning of supplies, equipment, and maintenance services. Transports disabled participants to and from programs; plans and conducts travel training for participants; performs safety check on vehicles and maintains mileage and maintenance forms.
Operates a City vehicle as required.
Maintains attendance records; monitors and evaluates programs including activities. Supervises assigned staff and evaluates staff in areas such as performance and quality of programs, participant comments, and program effectiveness. Assists in the interview and selection of new staff through one on one interviews and selection of temporary personnel and may participate on interview panels for classified personnel.
Provides tours of the center to potential participants for enrollment and/or special event participation, including sharing marketing materials and RSVP information. Presents at special events, conferences and symposiums on related topics or for marketing purposes.
Performs liaison functions of an administrative nature between Section's staff, Assistant Program Coordinator, Program Coordinator, the Parks and Recreation Department, grant funding sources, and the community.
Actively seeks grant funding sources to run cultural and special event activities. Coordinates and implements grant funded activities and follows all guidelines and of grant agent.
Assists in fundraising activities and provider fairs that actively promotes programs for the disabled; assists in special event planning and implementation; recruits volunteers for events.
Performs other related work as required.
Minimum Requirements
Bachelor’s degree in Fine Arts, Special Education, Public Administration, Social Work or a related field.
Two (2) years experience in the administration and coordination of programs for the disabled.
Candidates must possess and submit copies of a valid Cardiopulmonary Resuscitation (CPR) certificate and Standard First Aid Certificate issued by the American Red Cross or other nationally recognized certifying agency, to the Department of Human Resources, which must be maintained valid throughout employment in this classification.
A Valid Driver's License from any state (Equivalent to a State of Florida Class E or higher) may be utilized upon application, (See "Note and Documentation Sections" below).
OR
Equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience mentioned above with the required certification and driver's license.
SPECIAL NOTE:
Must be willing to work flexible hours, including nights and weekends.
Must comply with all background screening requirements set forth by the State of Florida Statute Chapter 2010-114, other applicable laws and/or grant funding requirements.

If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
