Position Summary

The Parks and Recreation Department is seeking a Facilities Manager

The Facilities Manager oversees planning and directing of the maintenance and repair of City facilities, buildings and structures; the operation, maintenance, and repair of street lighting; and the operations of centralized maintenance services. The employee will be responsible for supervising staff who inspects and maintains facility systems including mechanical, electrical, plumbing, and HVAC systems to ensure optimal operating results. This is a highly responsible managerial position with considerable difficult.

This is a classified position covered by the Personnel Rules.

Essential Job Functions

  • Supervises the work of assigned staff; delegates and reviews assignments; conducts performance evaluations
  • Conducts periodic inspections of City facilities; assesses damage; coordinates repairs for buildings and structures
  • Establishes priorities and develops work schedules for the timely completion of all work assigned to the division
  • Establishes divisional goals, objectives, operating policies, procedures, standards and program performance measures for the following areas: special projects and facilities maintenance.
  • Oversees electrical needs, playground repairs, skilled carpentry, HVAC installation and repairs, roofing repairs, and elevator maintenance throughout the city
  • Oversees all regular plumbing and emergency facility plumbing needs related to all City owned buildings
  • Oversees, Parks and Recreation welding needs
  • Oversees street light maintenance repairs for all City owned lights as well as Florida Department of Transportation (FDOT) lights. Is responsible for all street light agreements with Florida Power and Light (FP&L)
  • Prepares the divisional budget and capital expenditures; monitors and manages the operational budget
  • Manages citywide projects that may be performed by contractors or other local agencies; oversees various maintenance contracts throughout the city
  • Acts as departmental emergency management plan coordinator and, in declared emergencies, coordinates the City's Emergency Support Functions (ESF) for Public Works including Engineering and Utilities Services
  • Promotes the professional development of division staff, in order to create depth of skills and managerial expertise within the facility management group and to enhance subordinates career development, by encouraging and facilitating training and educational opportunities in compliance with City policies.
  • Provides technical assistance on maintenance issues to the other departments and divisions of the City
  • Investigates and responds to maintenance and facility complaints
  • Responsible for the maintenance and operation of the City's sole swing bridge (SW 11th Ave Swing Bridge)
  • Supervises and coordinates meetings with outside contractors
  • Writes bid specifications for outside contracts and construction projects
  • Inspects and signs off on outside contractor projects
  • Plans for future and ongoing projects based on patterns of work activity and spending.
  • Attends educational seminars and avails him/her self of other training opportunities to gain further knowledge of air conditioning systems, facility management and construction techniques.
  • Recommends, in the interest of the city, that eligible applicants be hired and that subordinate employees be transferred, suspended, promoted, terminated, reassigned or disciplined; participates in the adjustment of grievances; participates in the administration of agreements resulting from collective bargaining negotiations.
  • Reads and interprets blueprints, building plans, and specifications
  • Performs related work as required

Job Requirements & Work Environment

  • Bachelor's Degree in architecture; mechanical, electrical or civil engineering, or related field.
  • Five (5) to seven (7) years of progressively responsible experience in construction management or facility maintenance.
  • Five (5) years of previous supervisory experience required. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.

Preference:

Professional certification in engineering, HVAC, plumbing, electrical, or related field.

As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.
