Position Summary
Under broad direction from supervisor, the employee performs complex assignments through the practical application of engineering principles, agency regulations and independent judgment in assuring that activities meet high standards of service and are performed with a maximum effective use of resources; and that assignments are accomplished in accordance with appropriate technical standards and are consistent with City policy directives. Supervises a team of engineers, project managers and inspectors to ensure projects are completed within budget and on schedule. Manages projects as assigned, performs project management duties in addition to senior project manager responsibilities.
Both directly and through subordinate engineering and utilities personnel, as well as in conjunction with engineering consultants, the employee plans, directs, supervises and coordinates the design and construction of municipal engineering projects. Work assignments require the application of advanced project and construction management skills and considerable use of independent judgment in planning and managing/reviewing projects. Experience with infiltration and inflow reduction, program management methods, and knowledge of federal and state permitting requirements (e.g. Florida Department of Environmental Protection) will be beneficial to this position.

This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

Bachelor's Degree in construction management, civil engineering, or related field.Must demonstrate a minimum of five (5) years of experience in one or more of the following areas: project management of water and wastewater capital improvements; planning, design and/or construction management of water and wastewater infrastructure. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience. Veterans' preference per Florida law. - Recruits and hires staff, prepares organization charts, establishes goals, expectations and responsibilities
- Establishes and implements quality control measures and process improvements
- Supervises the work of assigned staff; delegates and reviews work assignments; conducts performance evaluations; recommends disciplinary actions; applies codes and policy provisions of the City
- Enforces regulations governing illegal and illicit discharge of the stormwater system
- Provides guidance to staff on policies and the application of federal, state and local regulations applicable to engineering design in the City, prepares modifications to City Code, prepares the City's engineering standard details and specifications
- Reviews and oversees the preparation of Requests for Proposals (RFP), Requests for Qualifications (RFQ), and other bidding documents for a variety of services and resources in compliance with municipal, state, and federal code requirements
- Reviews and oversees analysis, evaluation, and recommendation for award of contract; prepares projects for bid, including reviewing of plans, specifications, and estimates
- Identifies and utilizes available resources to ensure that design, construction and inspection work is performed on schedule and in accordance with federal, state and local regulations and specifications
- Reviews and oversees the development and/or approval of selection packages; participates in the selection of architects and contractors; negotiates contracts with service providers
- Develops and oversees applicable budgets for the department, division, and capital improvement projects; monitors actual project costs to ensure project expenditures are within the approved budget
- Provides technical information and guidance on municipal projects; resolves project related issues
- Prepares required municipal, state, and federal reports for various construction projects; prepares reports, memorandums, and related correspondence pertaining to contract and regulatory compliance
- Coordinates and approves related purchasing functions
- Ensures compliance with design and construction standards and regulatory requirements related to City projects
- Performs project management duties as necessary
- Collaborates with the City Attorney's Office for the preparation of developer agreements, legal instruments for the disposition of public rights-of-way, easements, bonds and other legal documents
- Oversees inspection process to ensure that construction work is performed on schedule and in accordance with permit requirements
- Manages complex infrastructure projects (sewer & water), inflow and infiltration, pump stations, water treatment plants, wastewater treatment plant, and facility remodeling logistics; manages the planning and development of overall project scope; makes recommendations for project management throughout all phases of design and construction.
- Prepares/reviews required designs, specifications, estimates and technical reports for special projects; prepares reports, memorandums, and related correspondence pertaining to contract and regulatory compliance
- Performs related work as required

- Certified Construction Manager, or Professional Engineer registered in the State of Florida or be registered in another state
- Project Management Professional (PMP)
