JOB SUMMARY
The incumbent, under the guidance of the Director, Water Utilities, is responsible for assisting the Director of Water Utilities in the overall management, administration, and leadership of the Analytics/Logistics Program, Utilities Technology Program, and the Safety/Training/Land Program and is responsible for developing and administering plans, systems, and activities to support and promote the mission, values, vision, and strategies of the Water Utility Department.

ESSENTIAL DUTIES/RESPONSIBILITIES
Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director.
  • Assist in developing departmental direction, priorities, goals, objectives, and initiatives to fulfill the mission of the City and Water Utility Department.
  • Work through program managers of the assigned programs to efficiently and effectively perform functions and achieve goals and objectives of the Water Utility Department.
  • Ensure that business, logistics, technology, safety, and training activities are effective and meet requirements of regulatory agencies and the Consent Decree, and successfully address any violations or inadequacies
  • Effectively promote communication with stakeholders; conduct presentations to a wide variety of groups; and respond to questions and complaints from the employees, City departments and officials, public officials, civic groups, customers, and the public.
  • Develop staff, resources, budgets, plans, and processes that promote organizational behaviors for an engaged, empowered, effective, and efficient department.
  • Develop, implement, coordinate, and manage goals and objectives, operating and capital improvement budgets, information system projects, short-term and long-term management plans, customer services relations, business processes, and employee training processes.
  • Provide leadership, motivation, supervision, training, and evaluation of the workforce through program managers.
  • Provide excellent customer service, interdepartmental and intradepartmental support, public service, and public relations.
  • Effectively communicate complex ideas verbally and in writing and to handle sensitive and confidential matters with tact and diplomacy.
  • Adhere to all City and Water Utilities policies and procedures including safety, procurement, and human resources.
  • Attend classes and seminars that may include out of town and overnight stays as required by the Director.
  • Regular attendance and timeliness are required.

SUPERVISORY RESPONSIBILITIES
Directly supervises Administrative Coordinator, Utilities Technology Program Manager, Analytics/Logistics Program Manager, and Safety/Training/Land Program Manager. The incumbent will also supervise the various personnel within the Utilities Technology Program, Analytics/Logistics Program, and the Safety/Training/Land Program. Carries out supervisory responsibilities in accordance with the city’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; and addressing complaints and resolving problems.

QUALIFICATION REQUIREMENTS

Minimum Qualifications
  • Bachelor's degree in Business Administration, Computer Science, Finance, Human Resources, Information Systems, or a closely related field.
  • Five (5) years supervisory experience including three (3) years' administrative or managerial experience.
  • Valid Driver’s License.
Preferred Qualifications
  • Master's degree in Business Administration, Computer Science, Finance, Human Resources, Information Systems.
  • Seven (7) years experience in public water and sewer systems.
  • Three (3) years experience in financial principles such as rate and fee setting.

OTHER SKILLS AND ABILITIES
  • Thorough knowledge of water distribution and sewer collection operations, safety, and business practices; and information systems that support water and sewer systems.
  • Familiarity with regulatory requirements for water and sewer systems.
  • Knowledge of programming requirements and experience with spreadsheet software.
  • knowledge of statistical analysis and interpretation on trend analysis, and inventory maintenance.
  • Knowledge of general industrial safety, workforce training, and generation of standard operating procedures.
  • Knowledge of basic contracts and acquisition and purchasing procedures.
  • Basic knowledge of workflow diagramming of business processes.
  • Good verbal, written communication and report writing skills as well as good organizational skills.
  • Problem solving and analytical ability.
  • Excellent communication and interpersonal skills.
  • Knowledge of modern office practices, procedures and equipment.
  • Proficiency in the use of computer keyboarding and have a varied knowledge of accounting principles and procedures.

POSITION DESIGNATIONS
This position is designated as essential during inclement weather events. City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position. In rare and unique situations, this position is able to work remotely. (Based on need and supervisor approval.)

This position does have the potential to drive as part of their regular job duties.

This position is designated as a safety/security sensitive position and is subject to random DOT drug and alcohol screenings and/or non-DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result in injury or death of another person).

While performing the duties of this position, the employee is occasionally exposed to fumes or airborne particles, toxic and poisonous chemicals, caustic and corrosive chemicals, biohazardous material, explosive and flammable chemicals, and outdoor weather conditions. The employee occasionally works near moving mechanical parts and is at risk of electrical shock, radiation and vibration, and in high precarious places. The incumbent is also exposed to non-weather related wet, humid conditions.

The noise level in the work environment is usually moderate.

This position is on call and may be required to work holidays, nights and weekends as required.
