Foreperson - Street Drainage
Job Description:
The incumbent under the guidance of the Street Drainage Supervisor oversees the construction, repair and maintenance of city drainage facilities.
Essential duties and Responsibilities include the following. Other duties may be assigned. Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times.
1. Oversee and participate in the work of a crew of skilled and unskilled workers.
2. Shoot grades with an automatic level.
3. Purchase materials for upcoming projects.
4. Work with director and supervisor on upcoming projects.
5. Operate trucks and equipment as needed.
6. Pour and finish concrete.
7. Set concrete forms to include curb, gutter, inlets and junctions boxes, etc.
8. Install concrete storm drains and rip rap.
9. Inspect and clean drainage inlets and junction boxes.
10. Remove limbs and large pieces of debris out of streets and drainage ditches.
11. Place barricades to control traffic and direct traffic if needed.
12. Operate chainsaw and jackhammer as required.
13. Build and place gabion buckets for drainage improvement.
14. Cut down dead trees when necessary.
15. Cut back trees and bushes causing sight obstruction.
16. Mow drainage easement and street right of ways.
17. Clean out concrete swales and channels with bobcat as needed.
18. Build fences as assigned.
19. Subject to call-outs after hours during bad weather conditions.
20. Operate salt/sand spreader when needed (may also be after hours).
21. Regular attendance and timeliness is required.
Supervisory Responsibilities:
Directly supervises three (3) EOIII’s, four (4) EOII’s, three (3) EOI’s, and overseeing and participating in the work of a crew from eight to twelve people.

Excellent communication and interpersonal skills are also required because this job requires the incumbent to have daily contact with the public.

- High school diploma or GED is required.
- Minimum of three (3) years experience in supervision of laborers with the ability to supervise a small crew of workers.
- Three (3) years experience in performance of construction and maintenance activities related to street and drainage work.
- Must have or be able to acquire within 90 days a valid Class A CDL with airbrakes and without automatic transmission restriction.
