Job Description : Summary
Working under the direction of the Superintendent of Maintenance Field Operations, incumbent will organize and implement programs to monitor the operation of the City's combined, sanitary sewer and stormwater collection systems. The Program Manager will analyze a variety of data to classify types of overflows and notify the public and regulatory agencies as required by the City's applicable regulations. Incumbent will recommend maintenance programs and identifies strategies and capital improvement projects to reduce overflows as required by the EPA and Indiana Department of Environmental Management. Coordinates activities between various departments within City Utilities. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and department policies and procedures as well as federal, state, and local regulations. At all times, the incumbent maintains absolute confidentiality of all work-related matters, including personnel records and all associated information.
Essential Duties and Responsibilities :
- Reads, interprets and develops a working understanding of environmental laws, rules, regulations, order provisions and permit requirements that affect the operation of Fort Wayne City Utilities;
- Possesses a thorough understanding of the City of Fort Wayne's Consent Decree, CSSOP, CMOM and all its NPDES Permits and compliance requirements.
- Coordinates, assigns and ensures accuracy of manhole inspection requests to verify accuracy of sewer assets and mapping;
- Leads all mapping efforts for Field Operations (sanitary, stormwater, and combination sewer) working with GIS; Coordinates the compilation and mapping of field data to improve the accuracy of GIS databases and utility maps;
- Organizes and implements a program for regular inspection of the City's combination, sanitary, and storm sewer system including the use of monitoring technology such as flow meters or water level indicators as necessary to determine if the system is operating as designed. Documents standard operating procedures / work instructions for use by staff to carry out the inspection program;
- Manages, assigns staff, and supervises the combination, sanitary, and storm sewer monitoring program and the City's CSO inspection program. Implements the use of monitoring technology such as flow meters or water level indicators as necessary;
- Collects and analyzes data gathered by field staff. Classifies overflows, maintain records of findings and carries out appropriate notification procedures based on the overflow type;
- Designs and implements standard operating procedures / work instructions to be used to determine causes of dry weather overflows, when run-off events are likely to occur, in cases of wet weather overflows to determine if wet weather equipment is operating as designed, and for maintenance and repair of CSO outfalls as needed to eliminate dry weather overflows;
- Identifies sanitary sewer overflow abatement strategies including operation and maintenance programs and capital improvements as needed and coordinates with City Utilities Engineering for the design and budgeting of improvements.
- Notifies appropriate staff within the Field Operations department when maintenance work is needed to keep the system operating as designed;
- Implements procedures to locate and measure wet weather overflows;
- Ensures the City's automated Combined Sewer system public notification procedure is working properly sending only when needed. Coordinates signage posting and inspection;
- Establishes and implements management systems for record keeping and reporting as required by plan and by law and monitors to ensure that procedures are followed; Coordinates preparation of reports with the Water Pollution Control Plant;
- Prepares and files event specific, weekly, monthly, quarterly, and annual reports as required by EPA and IDEM for various activities including those as outlined in the CSO Notification plan.
- Coordinates plans and contracts with outside providers for studies of the combined sewer system;
- Notifies other departments, specifically the Water Pollution Control Plant and Engineering, of river water intrusion into the sewer system as identified through monitoring programs;
- Coordinates inspection program for drop shaft components;
- Assists in planning floatable control structures for CSO sites;
- Plans meter locations throughout the City;
- Coordinates rain gauge inspections and maintenance;
- Assists with managing crew(s) on all asset sealing efforts for Field Operations;
- Prepares and monitors operating budget for program;
- Represents program at meetings of Board of Public Works, City Council, Sewer Advisory Group, public hearings, neighborhood meetings, professional association meetings and other forums;
- Ability to interact with the public, City staff, and outside agencies with patience, tact, respect and professionalism;
- Other duties may be assigned as necessary;
- Remains on-call for emergencies.
Supervisory Responsibilities
Responsible for the direct supervision of employees in accordance with the applicable organization's policies and laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; performance appraisals; compensating and disciplining employees in accordance with the applicable City policies; addressing complaints and resolving problems.
MARGINAL FUNCTIONS
The incumbent is acting backup to MS4 Compliance Program Manager, Utility Regulatory Compliance Program Manager, and Facilities Operations Compliance Manager as needed.
