SUMMARY
Under the general supervision of a Field Operations supervisor and direct supervision of the Inspection Supervisor, incumbent supervises and operates a closed circuit TV system from a specially equipped truck to inspect and test the storm and sanitary sewer system and maintains accurate records on materials used and work performed on assigned projects. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City and Utility's safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.
- Acts as a working leader by providing guidance and counsel for all activities related to TV monitoring of assigned projects;
- Schedules and coordinates the work of all assistants and makes most effective use of time and equipment;
- Participates in operating all TV equipment and the truck itself;
- Televises new sewers on engineering projects;
- Televises existing sewers for research, study and maintenance;
- Televises sewer blockages and the clearance thereof;
- Understands and uses Windows based software to input sewer defects found during the inspection process;
- Ability to navigate Hansen software proficiently while using a mobile data terminal;
- Maintains complete records of all projects monitored;
- Supervises and participates in performing minor repairs;
- Is responsible for entire work process, provides guidance and counsel to work crew to complete end product;
- Assists employees of any classification;
- Assists in training of employees when needed.

Incumbent is responsible for productivity of a crew of usually (2) employees and must apply all safety practices and procedures determined by the department.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
- Education equivalent to a high school diploma; At least three (3) years experience with Field Operations preferred;
- PACP trained and tested within first thirty (30) days. Must pass the testing to keep position. Must be PACP certified within one (1) year of accepting bid;
- Flexidata/IT Pipes software trained and tested within first thirty (30) days. Must pass testing to keep position;
- Ability to oversee, schedule and coordinate the work of others;
- Knowledge of basics in mechanics;
- Basic computer knowledge and the ability to use Windows software;
- Knowledge of electronic circuitry, proper techniques for handling TV cameras, booms and monitors;
- Ability to analyze electronic equipment problems and to make minor repairs to coaxial connectors and related TV equipment;
- Communication and Customer Service classes required;
- Trained in fall protection;
- Trained in gas monitor use;
- Communicates effectively both orally and in writing.
LANGUAGE SKILLS
Incumbent has frequent daily contacts with the general public, other utilities personnel, and co-workers. These communications require the ability to tactfully handle questions and complaints. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Incumbent must have the ability to write routine reports and correspondence. Incumbent must have the ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
The incumbent must be able to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Incumbent must have the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Incumbent is responsible for following any and all safety procedures and regulations set forth by the department and must record and maintain certain kinds of data about the use of the truck and the projects that the truck is used for.
Incumbent’s work consists of semi-routine work requiring some decision making on isolated problems. Incumbent must have the ability to define problems, collect data, establish facts, and draw valid conclusions. The incumbent must have the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
- Maintains a valid Indiana Drivers License if City vehicle is used. Maintaining a Commercial Drivers License (CDL) class B in lieu of Indiana Drivers License is permitted; Incumbent must be 21 years of age or older to hold a CDL with the City of Fort Wayne;
- PACP certification;
- Flexidata/IT Pipes trained and tested;
- Hansen trained and tested;
- CPR and First Aid.
