A Neighborhood Services Assistant Director job is available with the City of Fort Worth Neighborhood Services Department/Administration Division. This is a new position to provide critical strategic oversight over the department's administrative, budget and grants management functions. This position will oversee the new Administration Division which includes five direct reports and 16 indirect reports in the following teams: Administrative Financial Services, Executive Administration, Communications, Planning and Reporting, and Public Service Agency/Emergency Solutions Grant Contracts. We are looking for a dynamic individual with effective interpersonal and analytical skills who consistently provides strong performance results while delivering exceptional customer service. Physical Demand
Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Minimum Qualifications
- Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, planning, social work, or a closely related field
- Six (6) years’ responsible experience in a municipality or administrative position related to social services, housing or community development with four (4) years of administrative and supervisory experience.
- Four years of administrative and supervisory experience
- Valid Texas Driver’s License
- At least four (4) years of municipal budget experience, including developing, forecasting and managing budgets; preparing reports and presentations; and addressing budget challenges and issues.
- At least four (5) years of experience managing state and/or federally funded grant program budgets.
- At least two (2) years of experience using PeopleSoft Financials, PeopleSoft HCM and Questica.
- Effective oral, written and visual communication skills.
- Experience following the City’s procurement and contract management policies and procedures.
- Proven success with improving organizational and team member performance through training, professional development, mentorship and performance metrics.
- Direct the activities of the Administration Division, including planning, coordinating, and evaluating programs, services and projects; leading, guiding and managing direct reports and the activities of their teams; and ensuring compliance with legal and regulatory standards.
- Provide strategic insights on policies/processes, budgeting, personnel management, data driven decision making and spearhead select department and citywide priority projects, such as NSD’s resident-centric customer service enhancement efforts.
- Participate in developing and administrating the department’s operating, capital and grants budgets; forecast funds needed for staffing, equipment, materials, and supplies; monitor expenditure and revenues; and recommend and implement budgetary adjustments, as needed.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Assist with enhancing the department culture and complete change initiatives through the use of best practices, staff professional development and training, succession planning and development of policies and procedures.
- Identify and respond to community and organizational issues and concerns as needed.
- Serve as a liaison for the department, engaging with city executive leadership, other departments, elected officials, and community stakeholders, representing the department’s interests and fostering collaboration.
- Monitor and evaluate the quality and effectiveness of NSD programs and drive continuous improvement initiatives.
- Provide complex administrative support to the NSD Director.
- Direct the implementation and use of the department’s Neighborly software.
- Participate in boards and committees and prepare reports and correspondence.
- Model and uphold the City’s six core values in all interactions and foster a safe and positive work environment.
