This is an unpaid, at-will, volunteer position. Participants are required to volunteer a minimum of two 24 hour shifts each month and will receive a $20 stipend for each shift worked.
Firefighter Reserves will be hired as Level I Reserves. Upon completion of specified proficiency and shift requirements, Level I Reserves may be promoted to Level II Reserves.

SELECTION PROCESS:
- Physical Ability: Applicants will be invited to the Biddle physical ability exam (TBD) based on meeting the minimum requirements for the position as well as possessing additional desirable qualifications.
- Oral Interview: The top candidates from both the application screen and physical ability exam will be invited to the Oral Interview (TBD).
CLASS DEFINITION:
Assists in all phases of emergency operations including skilled firefighting work in the prevention and suppression of fires, rescue, emergency medical care and hazardous materials abatement; performs fire prevention inspections; station and equipment maintenance; and other duties as assigned.
SUPERVISION RECEIVED:
The incumbent works under the direct supervision of the Fire Captain.
- Respond to alarms of fire or other emergencies.
- Lays and connects hoses, directs water streams, raises and climbs ladders and uses chemical extinguishers.
- Ventilates burning buildings, removes persons from danger, administer emergency medical care to injured persons and perform salvage operations.
- Conduct fire prevention inspections and enforces fire-related codes and ordinances.
- Maintain Fire Department equipment, furnishings and structures.
OTHER JOB-RELATED DUTIES:
- Prepare and maintain a variety of records, reports, and other documentation.
- Perform other duties as assigned.
EDUCATION:
High School graduation or equivalent is required.
REQUIRED LICENSE/CERTIFICATION:
- A valid California Class "A, B or C" Driver's License is required at time of application and maintained throughout appointment.
- Current EMT-1 and cardiopulmonary resuscitation (CPR) certification.
- Possession of a California State Certified Firefighter 1 or graduation from a California State Board of Fire Service Approved Fire Academy or equivalent Fire Academy is required.
SPECIAL REQUIREMENT:
- Must volunteer two 24-hour shifts per month.
- Must be able to work irregular hours or long periods of time without relief, including but not limited to 24-hour shifts, overtime, emergency call back, shift work, holidays, and weekends.
PROMOTION TO LEVEL II FIREFIGHTER RESERVE:
Upon completion of the Reserve Firefighter Task Book and demonstrating proficiency in the following areas, Level I Firefighter Reserves may be promoted to Level II Firefighter Reserves:
- Self-contained breathing apparatus.
- Ladders.
- Hydrants.
- Hose pre-connects.
- Engine inventory.
- Fire attack procedures.
- Emergency Medical Services.
- Chain saw and rotary saw.
KNOWLEDGE OF:
- Principles and practices of firefighting, incident command system, and emergency vehicle maintenance and operation.
- The geography of the City of Fountain Valley, local hazards, hydrant, and water main locations.
- Principles and procedures of recordkeeping and reporting.
- Business English, grammar, punctuation, spelling, arithmetic, vocabulary, composition and proper format.
REQUISITE ABILITIES/SKILLS:
- Use a variety of firefighting, rescue and emergency medical tools and equipment.
- Climb ladders and work at considerable heights.
- Must possess a strong customer service orientation and be a team player.
- Operate a computer and a variety of software including Outlook, Word, and Excel.
- Plan effectively, prioritize assignments, and meet deadlines.
- Establish and maintain effective working relationships with managers, fellow employees, public officials, and the general public.
- Communicate effectively both orally and in writing.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work is performed indoors and outdoors in a variety of locations to include on-site work at calls and incidents, in a City vehicle and in the Fire Stations. When working outdoors, may be exposed to the elements; may work under damp or dry conditions; crouch, sit, stand, walk, bend, reach, twist, grasp, drag, lift, and carry items weighing 45 pounds or more; climb ladders and stairs; pull and use fire hoses; work at heights greater than 10 feet; may be exposed to dust, chemicals, solvents, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration, and noise; meet the physical requirements of the class and have mobility, vision including the ability to distinguish colors including red, green and yellow, speaking, hearing, sense of smell, dexterity, and use of both hands and legs appropriate to the duties to be performed. May administer first aid and in an emergency, push, pull, drag, and move individuals and/or others weighing 150 pounds or more. Must be able to fight fires wearing protective gear and self-contained breathing apparatus. May be exposed to blood or other bodily fluids or communicable diseases.
