THE POSITION

Under general supervision, the incumbent, performs a wide variety of confidential, and complex
administrative support for departments, management, elected officials, staff and boards, including
preparation and distribution of City Council agendas and minutes in compliance with the Brown
Act, the compilation and preparation of a variety of complex reports and budgets, and assisting in
the implementation and monitoring of department-specific and citywide programs and/or
projects; coordinates and serves as a liaison for assigned programs, projects, and activities with
elected officials, departments, outside agencies, and the general public; performs related work as
required.



EXAMPLES OF DUTIES

  • Provides confidential administrative and project support for assigned elected officials,
management, departmental staff, and boards; acts as a liaison between management and
other staff, outside agencies, and the public, coordinating resolutions when appropriate.
  • Organizes and carries out administrative assignments; researches, compiles, and organizes
information and data from various sources on a variety of specialized topics related to
programs in assigned area; checks and tabulates standard mathematical or statistical data;
prepares and assembles agendas, minutes, resolutions, reports, and other informational
materials.
  • Composes, types, edits, and proofreads a variety of complex documents, including forms,
memos, administrative, statistical, financial, and staff reports, and correspondence for
department management and staff; inputs and retrieves data; checks draft documents for
punctuation, spelling, and grammar; makes or suggests corrections.
  • Serves as back up support to the City’s utility billing process; performs clerical accounting
duties including data entry of utility billing payments, preparation of cash deposits, and
cash drawer duties.

  • Processes business license applications; carries out business license renewal procedures;
answers questions related to business license processes and procedures.
  • Coordinates and maintains multiple calendars, schedules meetings and appointments for
assigned management and departmental staff.
  • Schedules and/or coordinates meetings, seminars, conferences, and training sessions for
department staff; acts as meeting and/or committee secretary including preparing agendas
and informational packets, setting up the room, operating audiovisual equipment, and
taking and transcribing minutes for assigned boards, committees, and commissions.
  • Makes travel arrangements, including transportation, and lodging, conference/training
registrations for board members, management and staff and prepares and submits travel
reimbursements requests as needed.
  • Screens calls, visitors, and incoming mail and emails; assists and directs the public, tenants,
property managers, property owners, and other agencies to appropriate locations and/or
staff; responds to complaints and requests for information; interprets and applies
regulations, policies, procedures, systems, rules, and precedents in response to inquiries
and complaints from the public.
  • Develops and implements a variety of record-keeping systems.
  • Verifies and reviews forms and reports for completeness and conformance with established

regulations and procedures; applies departmental and program policies and procedures in
determining completeness of applications, records, and files.

  • Monitors and orders office and other related supplies; prepares, processes, and tracks
purchase requisitions for services and materials; receives vendor invoices; prepares request
for payment for management approval.
  • Establishes and maintains contact and working relationships with all City departments,
local, state, and federal agencies for acquisition of necessary information, and/or for the
implementation of cooperative programs and activities.
  • Performs other duties as assigned.


JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:
  • Business letter writing and standard formats for reports, correspondence, and presentations.
  • Principles and practices of research, data collection, and report preparation.
  • Recordkeeping principles and procedures.
  • Techniques for providing a high level of customer service by effectively dealing with the

public, vendors, contractors, and city staff.

Skills to:

  • Operate office equipment including a computer, copy machine, calculator, and a variety of
software and systems.
  • Establish, organize, and maintain indexes and files. Receive, log, and file document and
payment submissions. Calculate appropriate payment and fees for various activities.
  • Collect, compile, and analyze data in order to determine needs, develop solutions, and
provide recommendations.

  • Research and analyze data and information to produce accurate work deliverables.

  • Read and interpret specific rules, laws, codes, and policies and apply them with good

  • Perform accurate mathematical computations and accurate data entry.
  • Establish and maintain positive working relationships with city management and staff,

representatives of community organizations, state/local agencies and associations, and the
public.


EDUCATION AND EXPERIENCE

Education
Equivalent to graduation from the twelfth (12th) grade supplemented by coursework or vocational
training in business administration, accounting, finance, or a related field.

Experience
Two (2) years of experience performing confidential clerical and administrative support work with
reporting responsibility to a department director or similar. Additional qualifying experience may
be substituted for the required education on a year-for-year basis.

LICENSE REQUIRED

Possession of valid California Driver's License.

COMPENSATION AND BENEFITS

$3,796 to $4,615 per month.

The City of Fowler offers a comprehensive and competitive benefits package including:

employee’s contribution for classic members). For those covered under PEPRA, the
retirement formula is 2% @ 62.

  • 12 sick days per year.
  • 10 days of vacation per year, increasing to 15 days per year at year 3.
  • 15 paid holidays per year, including 1 personal holiday.
