Starting Salary Range:

$60,407 - $65,737/Annually

$2,323.35-$2,528.35/Biweekly


I. Purpose of Job


Directs solid waste collections operations and Transfer Station Operations. Assigns work, delegates, and supervises specific activities as requested by superiors.


II. Essential Job Duties


A. Performs supervisory duties.

  • Supervises, directs, and evaluates staff, handling employee concerns and problems, directing work, counseling, disciplining, and completing employee performance evaluations; establishes goals for staff. Creates detailed documents and reports related to employee counseling and discipline.
  • Responsible for approving subordinate personnel vacation, sick leave, and other time off for section personnel, to include overtime.


B. Manages solid waste operations.

  • Delegates work, answers questions, and reviews completed work of Transfer Station Manager, Crew Supervisors, Sanitation and Environmental Services Driver/Operators, and Sanitation and Environmental Services Workers.
  • Monitors and ensures the completion of work routes and assignments, checking for errors and confirming adherence to specific work-related safety procedures, solid waste codes, and policies.
  • Meets regularly with Assistant Director and Director of Sanitation and Environmental Services, , and Crew Supervisors to discuss, plan, and address collection and transfer station operations - issues.
  • Ensures daily work is in compliance with applicable City, County, State and Federal codes and laws.
  • Maintains responsibility for completing assigned work in the safest manner possible, in addition to wearing required Personal Protective Equipment (PPE), as required.
  • Responds to and addresses public complaints received by the department regarding collections operations.
  • Evaluates existing collections operations, routing and scheduling for efficiency and gives recommendations; maintains efficient use of available resources; uses routing software to create, audit and update daily routes, as needed.
  • Assists with creating and managing annual expenses to approved budget; executes payment of invoices and processes purchasing card transactions.
  • Provides backup assistance to the Office Manager with billing process and remote deposit functions,
  • Assists in administrative functions related to detailed reports and operational reviews such as Standard Operating Procedures, APWA Accreditation, Cost of Service Analysis, Entry Level Driver Training, and other various analysis as assigned by the Department Director. Participates in board review meetings and offers input related to topics of discussion.
  • Serves as department representative on special events advisory team committee.
  • Maintains and reviews various files and reports as required including vehicle fuel and maintenance logs, daily mileage logs, cross-training documentation, daily vehicle condition reports and personnel timecards.
  • Rides along on collection routes to assess challenges and services provided.
  • Communicates with Fleet Maintenance and other fleet repair and maintenance providers to assist and ensure timely repairs and maintenance of rolling stock.
  • Communicates with various outside vendors regarding equipment repair, lead time for repairs, and coordinating repairs.
  • Attends safety training, special event planning and other organizational committee meetings for assistance, follow-up, and participation.
  • Competent in the use of various computer programs related to solid waste reporting, collection, disposal, and accounting practices. Utilizes all department program within the operation to ensure sustainability measures are achieved on an annual basis.


C. Department representation

  • Attends special events meetings and coordinates departmental special events schedules in the city. Assigns staffing and supervisory personnel to represent solid waste collection.
  • Gives presentations to educate elected officials and members of the public on collections services such as recycling, residential and commercial services, and future services.
  • Responds to questions, requests for information and complaints; maintains customer service e-mail box from City website. Establishes and maintains effective working relationship with government agencies, citizens, contractors, schools, and other officials as needed.


D. Oversees Maintenance of Operating Procedures and Training

  • Recommends changes and enforcement of Standard Operating Procedures (SOP) for the Department of Sanitation and Environmental Services; writes new SOP documents for approval and assists in editing existing transfer station procedures for clarity and needed/required updates/changes.
  • Directs and follows through with the identification of training needs, to include safety, and trucks/equipment cross-training.
  • Oversees development and implementation of individual employee development plans.


E. Contract Administration

  • Ensures third party contractors comply with contract provisions.
  • Monitors and audits vendor performance.


III. Other Job Duties


Performs other job duties as assigned, including:

  • Attends seminars, conferences, and training for professional development.
  • Performs duties of subordinates in temporary absence of same.
  • Provides assistance or backup coverage to other employees or departments as needed.


IV. Primary Job Challenges


Primary challenges of this position include prioritizing and managing time to complete all tasks within given deadlines.


V. Equipment Operated


Computer and other office equipment such as printers and fax machines. May also operate knuckle boom, side loader, rear loader, front-end loader, backhoe, grinder, and other equipment used at removing or transporting solid waste.


VI. Key Competencies Required

  • Job Content Knowledge: Has considerable knowledge of the principles of supervision necessary for the performance of duties. Has thorough knowledge of the responsibilities of individuals directly supervised to ensure safety and completion of assignments. Has extensive knowledge in operating light and heavy job-related equipment. Knows how to determine and ensure the safety of work sites. Is knowledgeable of the language and terminology used within the department.


  • Language Skills: Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Write reports, business correspondence, and procedure manuals. Effectively present information and respond to questions from groups of managers, customers, and the general public.


  • Mathematical Skills:
    Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Compute rate, ratio, and percent and to draw and interpret bar graphs.


  • Reasoning Ability:
    Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on precedent. Interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form.


  • Teamwork:
    Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.


VII. Physical Demands and Work Environment


Physical Demands:
Performance of the essential duties of this job requires the incumbent to:

  • Remain in a stationary position 50% of the time.
  • Occasionally move about inside the office/building to access file cabinets, office machinery, the public, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer, printer, and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Exchange accurate information in these situations.
  • Regularly moves/transports up to 25 pounds.
  • Frequently moves/transports up to 50 pounds.
  • Occasionally moves/transports up to 100 pounds.


Work Environment: Performance of the essential duties of this job requires:

  • Frequent Work near moving mechanical parts.
  • Occasional exposure to fumes or airborne particles
  • Occasional exposure to toxic or caustic chemicals
  • Frequent exposure to outdoor weather conditions
  • Occasional exposure to vibration.

  • The work environment is loud (examples: heavy trucks, moving equipment and traffic)

Education and Experience:
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelor’s degree (B.A.) from four-year College or university plus three years related experience and/or training; or an equivalent combination of education and experience.


Required Certifications/Licenses:

CDL Class A or B Required

Ability to acquire Hazardous Materials Operations/OSHA Level II within a 12-month period.

SWANA Certification – Managing Municipal Solid Waste Collection Systems within a 12-month period.
