Starting Pay Range: $29.05- $31.61/hour


I. Purpose of Job


Acts as lead worker of an assigned crew, performing reactive and preventative maintenance of water and wastewater utility infrastructure.


II. Essential Job Duties


A. Management and Leadership

  • Directs the work of assigned crew on a daily basis. Provides guidance to assigned staff, assigns and evaluates tasks as related to the work, monitors the status of work and inspects completed work by crew members,
  • Principally responsible for maintaining safe job environment and crew safety.
  • Responsible for preparation and completion of various forms, correspondence, reports, logs, and other documents and reports.
  • Checks availability of required supplies and equipment; initiates requests for new or replacement materials.
  • Responsible to ensure that all regulatory requirements are fulfilled in work that is performed.
  • Perform Bacteriological testing on water distribution samples as mandated by TDEC requirements.
  • Complete annual evaluations of crew members and aid in performance development of staff.
  • Records work activities as required by Water Management Department standards.
  • Time management of daily activities and necessary scheduling to perform work.
  • Participate with the interview and selection of new employees and counseling of underperforming employees.


B. Operational Responsibilities

  • Operation of heavy equipment such as a backhoe, trackhoe, etc. to excavate, backfill, load/unload materials, or other necessary functions to complete water & sewer line maintenance work. Work may include installation of water/sewer/reclaimed line taps, repairing mains and leaks, installing & replacing fire hydrants, and installation of manholes.
  • Performs inspections of mains and valves,
  • Communicate with customers and respond to service requests to check water line pressure, read and change water meters, relocate water meters, build water meter boxes, and other necessary work performed in response to a customer request.
  • Perform maintenance work to include cleaning/flushing water mains, locating utility lines and raise/replace manhole covers.
  • Performs various manual tasks associated with Department activities, which may include digging holes/trenches, shoveling materials, loading/unloading materials, lifting/moving heavy materials, and picking up debris/litter.
  • Performs general maintenance tasks necessary to keep machinery, equipment and tools in operable condition, which may include inspecting equipment, checking fuel levels, replacing fluids, greasing equipment, washing/cleaning equipment, cleaning building and work areas.


III. Other Job Duties


Performs other job duties as assigned, including:

  • Perform related duties and responsibilities to assist other employees in the Department as required.
  • On-Call Designation: This position is considered an On-Call eligible position and rotation on an On-Call team is required.


IV. Primary Job Challenges


Primary challenges of this position include working in potentially dangerous environments. Other challenges of this position include having to troubleshoot and accurately assess problems associated with large projects and taking appropriate actions to solve the problem.


V. Equipment Operated


Operates equipment such as air compressor, pipe saw, asphalt saw, large dump truck (10 ton capacity or larger) backhoe, track hoe, small dump truck, asphalt roller, rubber tire frontend loader, tractor mower, bush hog, bobcat, chipper, jackhammer, tapping machine and underground piercing tools.


VI. Key Competencies Required


  • Job Content Knowledge:
    Has working knowledge of City, State and Federal water and wastewater rules and regulations. Has general knowledge and competent understanding of City, county, and state codes and safety practices necessary for the performance of duties. Has knowledge of the activities, practices, and methods of City department facilities and operations. Is able to determine and decide upon procedures to be implemented in maintaining safety codes and standards. Is knowledgeable of the language and terminology used within the department. Is skilled in operating job-related equipment.


  • Language Skills:
    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


  • Mathematical Skills:
    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


  • Reasoning Ability:
    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making, some choices are known while others may need to be identified. Some reliance on precedent. Ability to interpret a variety of complex instructions furnished in written, oral, diagram, or schedule form.


  • Teamwork:
    Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.


VII. Physical Demands and Work Environment


Physical Demands:
Performance of the essential duties of this job requires the incumbent to:

  • Must be able to remain in a stationary position 50% of the time.
  • Regularly move about around different worksites.
  • Constantly operates equipment or machinery such as blowers, pressure washers, backpack blowers, backhoe, track hoe, small dump truck, asphalt roller, rubber tire frontend loader, tractor mower, bush hog, bobcat, chipper, jackhammer, tapping machine and underground piercing tools.
  • Frequently positions self to maintain work area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally ascends/descends ladders.
  • Regularly moves/transports up to 50 pounds.
  • Occasionally moves/transports up to 100 pounds.


Work Environment: Performance of the essential duties of this job requires:


  • Occasional exposure to wet or humid conditions (non-weather).
  • Occasional exposure to fumes or airborne particles
  • Frequent exposure to outdoor weather conditions


The work environment is very loud (examples: jack hammer work, front row at rock concert)

Minimum Requirements

VIII. Qualifications


Education and Experience:
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a High School Diploma or GED, plus two to three years water/wastewater construction related experience and/or training; or an equivalent combination of education and experience.


Required Certifications/Licenses:


Valid Tennessee Drivers license

Traffic flagging certification or ability to obtain within 6-months
