Emergency Medical Services Coordinator

The Fremont Fire Department

The Fire Department is responsible for providing the rapid delivery of fire, medical, rescue, and life safety emergency services within Fremont. Emergency services are delivered through 14 in-service fire companies from 11 strategically located fire stations in the City. Our mission is to prevent and minimize the loss of life and property threatened by the hazards of fire, medical, and rescue emergencies, hazardous materials incidents, and disaster situations within the community.

The Ideal Candidate

The Fire Department is searching for a self-motivated team player with experience in successfully leading and motivating others. This innovative professional should possess exceptional interpersonal skills, a strong sense of community, the ability to coach and mentor staff and the demonstrated ability to establish, lead and successfully execute program goals. The ideal candidate will be a goal-oriented leader who desires to make a difference. The successful candidate must possess knowledge of the principles, practices, methods and equipment used in fire-based emergency medical services (EMS). The successful candidate must also be skilled in report writing, project and workload planning, and scheduling and conducting EMS Training. Additionally, the successful candidate must demonstrate the ability to communicate effectively, both orally and in writing, with a wide variety of internal and external stakeholders while comfortably working in a diverse environment.

Minimum Qualifications

Education / Experience

  • Any combination of education and / or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be : Possession of a Bachelor's degree from an accredited college or university in nursing, healthcare, or a related field and four years of recent experience as a Registered Nurse, Paramedic or Physician's Assistant, two of which includes working with a Fire Service Pre-Hospital care system and / or Emergency Room;

or an Associate's degree in nursing, education, fire science, emergency medical services, or a related field and five years of recent experience as a Paramedic or Physician Assistant, including two years of classroom teaching experience.

Licenses / Certificates / Special Requirements

Required : Possession of, or ability to obtain by the time of the appointment and maintain during Employment, a valid California Class C License; certificate in Basic Trauma Life Support (BTLS) and Resuscitation (CPR); and Instructor license certification in Basic Life Support (BLS). Highly Desirable : Certification in Advanced Cardiac Life Support (ACLS); Pediatric Advanced Life Support (PALS) or Pediatric Education for Pre-Hospital Professionals (PEPP); Pre-Hospital Trauma Life Support (PHTLS) or Basic Trauma Life Support (BTLS) as well as the Instructor License in Advanced Cardiac Life Support (ACLS); Cardiopulmonary; Pre-Hospital Trauma Life Support (PHTLS) OR Basic Trauma Life Support (BTLS); Pediatric Advanced Life Support (PALS) or Pediatric Education for Pre-Hospital Professionals (PEPP).

CLASS SPECIFICATION

Under general direction of the Fire Chief (or designee) guides and instructs Paramedics and Emergency Medical Technicians, provides technical expertise, guidance, and supervision for licensed and certified Fire department personnel; maintain internal and external Emergency medical services Programs; and performs related duties as required.

Class Characteristics

This is a management classification in the Fire department. The classification is characterized by the responsibility for providing continuing education and quality assurance to the Fire department's Emergency Medical Services (EMS) personnel and program management (example : Narcotics program). The incumbent in this position serves as the department consultant, facilitator, change agent, and researcher by having advanced knowledge of Emergency medical services and the clinical skills necessary to manage EMS and deliver effective medical response programs. In addition, the incumbent is responsible for curriculum development and the delivery of classroom instruction.

Essential Functions

Essential Functions

Duties may include, but are not limited to the following :

  • Works in close collaboration with the Deputy Fire Chief or designee assigned to EMS and Training to develop and implement consistent standards and practices in emergency medical operations across the department.
  • Ensures that all certified personnel remain current in the professional, legal, and ethical standards of the position.
  • Conducts patient care and EMS data analysis.
  • Develops and conducts EMS courses in conjunction with emergency medical services instructor cadre.
  • Collaborates with Fremont Fire Department personnel and outside agencies as needed to develop and deliver educational training programs.
  • Ensures compliance with Alameda County EMS Agency policies and California State EMS regulations.
  • Ensures the maintenance of training records related to Emergency Medical Services.
  • Ensures compliance with OSHA, Cal-OSHA and all EMS-related regulations.
  • Serves as the Department Infection Control Officer.
  • Manages public health programs and partnerships.
  • Provides Emergency Medical Dispatch oversight
  • Coordinates investigations of EMS-related complaints and unusual occurrences.
  • Maintains and manages the Department's controlled substance medication program.
  • Acts as a liaison to Alameda County EMS Agency Medical Director, attends local Emergency Medical Services Agency, County Emergency Medical Services section meetings.
  • Reviews existing operations and recommends and implements new / amended policies and procedures in response to changing departmental and organizational needs.
  • Participates in the development of EMS and Training division goals and objectives.
  • Provides general support to the Deputy Fire Chief or designee.
  • Maintains and manages the strategic national stockpile CHEMPACK program.
  • Responsible for managing, use, and maintenance of related emergency response programs, supplies and equipment, but not limited to Automated External Defibrillator (AED), mechanical cardiovascular resuscitation (CPR), CPR instructors, paramedic Field Training Officers (FTO) and EMS Continuing Quality Improvement (CQI) programs.
  • Oversees departments EMS supply inventory.

    Knowledge of : advanced principles and practices in specialty areas; current paramedic and related medical theory and skills necessary to administer basic and advanced life support care; safety and infection control practices; clinical systems, supplies and equipment; medical terminology; use and maintenance of medical equipment and instruments; use and effects of medicines; public health principles; health promotion and disease prevention; medical research principles and practices; planning, development, and implementation of comprehensive and effective EMT, EMT-P and training programs; legal and ethical guidelines related to the practice and administration of EMS programs; Fire Service based emergency medical programs, training methodology, and techniques; laws, rules, and regulations governing the supervision of professional and paraprofessional staff; conflict resolution and group dynamics; and implementation of Quality Improvement processes.

    Ability to : develop and teach theoretical and practical courses in emergency medical services; demonstrate and provide instruction in a variety of medical techniques common to emergency medical situations; understand, explain, and comply with laws, rules, regulations, and professional practices governing emergency medical service provision; determine and implement the appropriate course of action in emergency or stressful situations; manage public health programs and partnerships; ensure departmental compliance with Federal, State, and County policies and procedures; develop and maintain effective working relationships with other staff, agencies, service providers, institutions, and private practitioners; assist EMS division in implementing pilot studies for the enhancement of the department; participate in the development and implementation of operational policies and procedures; evaluate staff effectiveness in assessing and treating patients; prepare and deliver presentations to large groups; prepare concise narrative and statistical reports using word processing, database, electronic presentation program (Power Point), and spreadsheet technologies; communicate effectively both verbally and in writing; conduct research; design performance measurement instruments and mechanisms; analyze program effectiveness and help develop appropriate change strategies; help develop websites and associated applications; and use the Department's electronic EMS Patient Care Tracking System to analyze EMS system performance.

    This classification requires periodic response to emergency situations to evaluate paramedic / EMT performance which entails being physically capable of getting on and off fire apparatus in an emergency setting. The classification also requires the ability to travel independently within and outside the City limits to fulfill the assigned duties and responsibilities. The incumbent needs to be available to report for duty on a 24-hour a day basis when needed.

    Additional certifications to be acquired as necessary may include, but is not limited to : Instructor license 1A / 1B, Fire and Emergency Services Instructor 1- National Fire Protection Association (NFPA) Standard 1041 OR teaching through the UC system or equivalent OR National Fire Academy equivalent (NFAY0101) Fire Instructor 1.
