The Department
The Public Works, Transportation Engineering Division plans and operates a multi-modal transportation system with safe and convenient choices for walking, bicycling, driving and using transit, through local actions, and in coordination with regional and state transportation agencies. Our work is guided by a City adopted Mobility Action Plan, Vision Zero Action Plan and in Coordination with the City's Mobility Commission. 

The City is currently developing its first Active Transportation Plan (ATP), which updates and consolidates its previous Bicycle Master Plan and Pedestrian Master Plan and provides guidance for its active transportation programs for the next five years.

The Position
The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be "a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city." Specific City goals and current projects include implementing the "Vision Zero" traffic safety improvement program, transforming Fremont's transportation corridors into "complete streets" that are safe, comfortable, and convenient for all travel modes and users of "All Ages and Abilities", reducing the number of vehicle miles traveled, expanding available transit services, modernizing the City's traffic signal system, upgrading State Highway corridors, and supporting new innovations in transportation technology.

In 2019, the City completed a Mobility Action Plan and formed a Mobility Commission to assist with plan implementation. Interested applicants are encouraged to read the Mobility Action Plan as well as the Mobility Chapter of Fremont’s General Plan available for viewing on the City’s website www.Fremont.gov. Senior Transportation Engineer Class Specification

Definition

Under administrative direction, supervises major, large scale transportation engineering projects for the Engineering division; performs professional transportation engineering work; performs related duties as required.
 
Class Characteristics 
This is a supervisory classification in the Engineering series.  It is characterized by the responsibility to lead technical staff and cross functional Engineering project teams. Project teams may include members from Design, Development, Construction and Transportation. Work will include program and project management and coordination of a wide range of large-scale project implementation. This class is distinguished from the Associate Engineer classification by the overall management of one or more transportation improvement programs, complexity of projects assigned and supervisory responsibility over technical and project staff.
Essential Functions
  • Leads and supervises staff, including assigning and scheduling work, establishing work priorities, evaluating performance, providing recognition, and facilitating staff training and development.
  • Manage on-call consultant contracts, which include development of scopes of work, review of traffic analysis reports and engineering design plans, and approval of invoices.
  • Supervises a Vision Zero traffic safety program to identify high crash locations and unsafe behaviors and recommends measures to improve safety. Works proactively with the Police Department and other stakeholders on efforts related to enforcement, education, and policy.
  • Manages the active transportation program and implements programs and projects identified in the Bicycle Master Plan, Pedestrian Master Plan, Mobility Action Plan, and Vision Zero Action Plan.
  • Leads the preparation of grant applications from various Federal, State, Regional, and Countywide transportation fund sources, as well as manages the grant administration of various grant funded capital projects to meet grant utilization requirements and project implementation schedules.
  • Supervises the design, upgrade, construction, operation, and maintenance for the traffic signal systems, communication network, and Transportation Management Center. Manages implementation of new traffic signal technology and preparation and implementation of traffic signal timing/coordination plans to optimize multimodal safety and overall traffic efficiency.
  • Supervises the preparation of master plans, traffic studies, geometric design plans, complete street designs, traffic signal designs, contract drawings, and specifications for transportation system improvements.
  • Supervises and participates in the investigation of traffic related citizen service requests including the determination, communication and implementation of appropriate responses. Confers with property owners, school groups, public officials, and civic organizations regarding traffic issues.
  • Coordinates with other jurisdictions on regional transportation issues and develops partnerships to support the City’s goals and resolve problems. Assists in the planning, environmental clearance, design, and construction coordination of regional transportation projects. Represents the City on regional transportation committees.

Minimum Qualifications

Knowledge, Skills and Abilities
 Knowledge of:  Engineering principles, programs, procedures, practices, forms, and techniques pertinent to functions of the section supervised; the principles of supervision; materials, practices, and methods employed in Transportation Engineering of streets, trails, and other City operated facilities, laws and regulations governing Transportation Engineering; and budgeting as practiced in public agencies. 
 
Skill in:  The application of engineering principles; preparation and presentation of clear and concise written and verbal reports and the ability to deal effectively with engineers, developers, contractors, property owners and the general public.
 
Ability to:  Communicate and collaborate effectively (both written and oral) with all levels of City organization, including City Leadership Team, City Council, City staff, residents, and other stakeholders. Manage and lead multi-disciplinary teams of internal City staff and/or consultant teams to meet the needs of the community and project implementation. Work in a standard office setting with extensive use of written documents, computers, and the telephone; travel throughout the City on improved and unimproved terrain to inspect public works sites; attend community and professional meetings both as a participant and a meeting leader.
 
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position. 
 
Education/Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary to satisfactory job performance would be qualifying.  A typical way to obtain the required knowledge, skills and abilities would be education and/or experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Civil engineering and five years of professional Transportation engineering experience at the fully qualified working level. 
 
Licenses/Certificates/Special Requirements
Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers required. Dual registration is highly desirable. This classification requires the ability to travel independently within and outside the City limits.  Positions in this classification require possession of a valid Class C California Driver's License by the time of appointment.  Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.  This classification requires the ability to travel independently within and outside of City limits.
