What are the responsibilities and job description for the Appraiser - Part-Time position at City of Fridley?
This position assists with the estimation of market value for real property in the City for the purpose of establishing a uniform and equalized base for property taxation according to Minnesota statutes.
- Appraise the market value of residential property in the City according to interpretations of state statutes, using cost, market sales and income data, and experienced judgment.
- Enter and update property data changes to Anoka County’s Computer Assisted Mass Appraisal (CAMA) system.
- Implement necessary City division procedures related to County workflow requests.
- Respond to requests from the public and/or other agencies regarding assessments, property data and division activities.
- Provide real estate values and tax estimates for new construction projects.
- Receive and verify new homestead applications.
- Assist with annual re-evaluation of residential properties.
- Assist with permit inspections and updates of property records.
- Analyze, compare and maintain current sales data for vacant and improved residential properties.
- Perform appraisal and assessment valuations on property divisions, combined parcels, and development of new plats.
- Perform sales ration studies and make proper adjustments to the neighborhood land tables.
- Organize responsibilities and prioritize workload to meet deadlines related to the annual assessment calendar.
- Work independently with minimal supervision and direction.
- Safely operate a City motor vehicle and assigned equipment.
- Performs other duties as assigned or apparent.
Minimum Qualifications:
- Associate/Technical Degree in assessing, real estate, building construction or related field; and
- Two years’ relevant work experience; OR
- Equivalent combination of education/training/experience.
- Valid MN Driver’s License with good driving history and no restrictions.
Desired Qualifications:
- Experience in data entry with a computer aided mass appraisal software or a fee-based appraisal software for mortgage lending purposes.
- Experience in customer relations or dealing with the public
- Certified Minnesota Assessor’s license or real estate license or a real estate appraiser’s license.
- Two- or four-year degree in real estate, architecture, engineering, business administration or related field.
- Knowledge of all types of residential building construction.
- Knowledge of the fundamentals of real estate appraisal principles and practices.
- Ability to perform and apply basic mathematical calculations such as fractions, percentages, ratios, and proportions to practical solutions. Knowledge of concepts, such as probability and statistical inference, fundamentals of algebra, geometry and trigonometry is helpful.
- Ability to establish and maintain effective working relationships and deal tactfully with internal and external customers, co-workers, and partnering agencies, etc.
- Ability to be organized and maintain accurate public records for the use within the division and other City offices.
- Ability to use various computers and contemporary office equipment, including software applications involving word processing and databases (i.e. Microsoft Office Suite)
- Ability to deal tactfully and positively with the general public, elected officials, businesses, outside agencies, and City staff.
