This is an administrative position involving independent responsibility for the supervision and coordination of the fiscal and operating functions of the City of Fulton in accordance with the Laws of New York State, the United States and the local charter of the City of Fulton. The position is responsible for problem resolution, program planning, budget formulation, fiscal management, and statistical record keeping/management. The Incumbent actively participates in all activities related to the receipt and disbursement of money in the office on behalf of the City of Fulton. Must maintain balanced accounts and furnish dependable financial statements relating to taxes, accounts receivable, accounts payable, and all functions of the payroll process. Bears final responsibility for the office and position of chief financial officer. The incumbent also serves as Clerk of the Common Council, Clerk of the Board of the Fire and Police Commission and shall be the Registrar of Vital Statistics for the City of Fulton and shall have charge and custody of the Corporate Seal, books, papers, documents and official minutes of the city, except as otherwise provided by or in pursuance of law. The incumbent will oversee the day-to-day operation, office management and supervision of clerical staff.

Sets up internal controls for the receipts of and accounts for city revenues;
Maintains daily records of receipts and directs their deposit in the official banking institutions of the City;
Maintains separate accounts for municipal departments, bureaus or offices for which funds are appropriate or raised by taxes and assessments;
Prepare statements of Monies received and disbursed through trial balance, for Mayor and Common Council;
Determines that claims against the city are properly prepared in accordance with city policies;
Prepares and supervises the preparations of all related payroll reports like 941, deductions, Retirement, WT4B, and any other State or Federal reporting that may be required to prepare and distribute the payroll function of the City of Fulton;
Furnishes information as necessary on ownership of real property, in addition to keeping and processing appropriate records in relation to the billing and collection or real property taxes;
Oversees and participates in the receipt of property taxes in addition to the posting of taxpayers accounts in accordance with State Law;
Responsible for the preparation of the list of delinquent taxpayers and participates in procedures relating to assumption of title by the City of Fultonon unpaid tax property in compliance with the State Law;
Prepares periodic statements and payments to school district form Monies collected on delinquent school taxes;
Periodically verifies money collected in the Chamberlain-Clerk’s Office;
Works in conjunction with responsible officials in formulation of annual budget;
Sets up and aids in administration of adherence to requirements of the Office of the State Comptroller;
Is responsible for the long term and short term financial requirements relating to bonding and capital expenditures;
Performs any and all varied related duties connected with the operations of the municipal financial program as required and the administration in compliance with Federal, State and local laws and policies of the Office of the State Comptroller;
Primary responsibility of safe keeping of Cities money;
Per the City Charter, shall be custodian of all securities, obligations and other evidence of debt belonging to said city;
Attends all council meetings, and supervises the preparation and publication of official minutes;
Supervises the holding of regular and special elections;
Supervises the keeping of vital statistics, such as, births, deaths and marriages;
Supervises the issuances of licenses and collection of fees;
Conducts correspondence on matters of general nature where the policies and procedures involved are broadly outlined;
