POSITION OVERVIEW
This advanced professional department head position plans, coordinates, and executes the activities of the Engineering Department. The Engineering Department encompasses the following divisions : engineering, street maintenance, traffic control, planning & protective services, parking, and airport in accordance with the policies and standards of the City of Fulton.
QUALIFICATIONS AND REQUIREMENTSExperience, Education, and Training
- Graduation from an accredited college or university with a Bachelor’s Degree in Engineering; Civil Engineering focus preferred; AND
- Minimum of 5 years of managerial, administrative, and professional engineering experience in the direction of various aspects of municipal Public Works programs
- Missouri Professional Registration
- Proficiency with CAD and other related programs
- Valid Missouri driver’s license

Serves as the principal advisor to the Director of Administration, Asst. Director of Administration, City Council, and other city officials regarding engineering and other public works activities. Confers as appropriate regarding departmental policies, programs, and activities.Plans, organizes, and provides effective leadership in managing a broad scope of public works programs and operations for the city including, but not limited to engineering, street maintenance, traffic control, planning & protective services, parking, and airport divisions.Confers with and advises Assistant City Engineer, as well as other staff and / or design and construction professionals, relating to the planning, design, construction, operation, and maintenance of public works systems.Reviews and approves the design and construction of public works improvements and capital improvement projects.Develops long-range strategic and master plans for departmental policies and programs, outlines program objectives, and works with appropriate staff on implementation of plans. Oversees the preparation and implementation of plans for municipal projects.Guides and directs a staff of professional, technical, and administrative support personnel including selection and disciplinary decisions, completing performance evaluations, and ensuring staff have adequate training and professional development opportunities.Directs the preparation of and reviews engineering plans and technical reports, bidding process for construction contracts, budget estimates, financial estimates, and other appropriate operational records, ordinance modifications ensuring compliance with federal, state, and city regulations.Delivers presentations, prepares reports, and facilitates community meetings (as required). Responds to difficult citizen inquiries and complaints with an understanding of city policy and procedure.Oversees annual departmental budget development and compliance, including planning and administration, and actively participates in long-range budget analysis.Helps develop the City’s ongoing priorities and actively seeks opportunities for infrastructure improvements while maintaining fiscal accountability.Provides and monitors staff development to ensure appropriate succession planning within the department.Travels to a variety of construction and / or worksites.Interfaces with Missouri Department of Natural Resources, Missouri Department of Transportation, Mid-Missouri Regional Planning Commission, and other such organizations to advocate for the needs of the City of Fulton and ensure effective, ongoing communication and prioritization.Attends all City Council meetings and required board / commission meetings.Supervises all weather-related and emergency situations and remains available and on-call on a 24-hour basis.Other Requirements
Physical : Ability to withstand extreme weather conditions; traverse rough terrain on construction sites, while working near creeks, ditches, manholes, culverts, storm drains, and traffic on City streets. Normal physical strength to handle 50 lb. objects, considering frequency. Normal physical balance : ability to maintain balance and physical control. Normal coordination and endurance, including eye / hand, hand / foot, dexterity of hands and fingers, etc. Average accessibility of all work sites required for the position. Average exposure to weather, temperature extremes, chemicals and fumes, heights, cramped spaces, dust, loud noises, darkness, and work safety hazards.
