SUMMARY
This is supervisory and technical work overseeing maintenance and repair operations of a municipal transit bus fleet, support vehicles, equipment and facilities during an assigned shift.
Positions allocated to this classification reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its supervisory, training, and technical duties.

ESSENTIAL JOB FUNCTIONS
Plans, organizes, assigns and directs the work activities of subordinate staff to realize the department’s goals and to ensure the consistent application of departmental and technical policies, procedures and guidelines.
Coordinates and supervises personnel in scheduled and unscheduled maintenance, fueling, cleaning of transit buses, support vehicles, and equipment and facilities.
Maintains and oversees established repair and maintenance priorities.
Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines.
Identifies work related problems, problem characteristics, impact and formulates possible solutions.
Trains staff in safe and effective transit fleet maintenance and repair techniques. Provides technical resources and assistance as required.
Initiates or recommends discipline of employees in accordance with applicable labor agreement and City policies.
Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine appropriate personnel actions.
Trains subordinate staff in the work principles, policies and/or procedures to maintain and/or improve production levels of staff in accordance with established work performance standards.
Monitors and recommends fiscally responsible purchases of tools, equipment and inventory in order to provide timely transit fleet maintenance.
Monitors applicable laws and regulations, makes policy recommendations and advises department manager on plans, projects, departmental functions and implementation of departmental policy, and takes necessary actions to ensure the department’s conformance.
Coordinates preventative maintenance programs and schedules equipment for service, monitors and ensures all Federal Transit Administration and Florida Department of Transportation safety guidelines and maintenance schedules are maintained.
May assist in development of specifications for new purchases or major rehabilitation.
Recommends selection, promotion, discharge and other appropriate personnel actions.
Evaluates performance of departmental resources.
Utilizes asset management software, maintains electronic and manual records, develops reports, performs data collection and statistical analysis (utilizing a computer) and makes recommendations related to repair trends, predictive maintenance and warranty recovery.
May develop technical manuals depending on assigned area.
Performs timely, fair and non-discriminatory evaluation of performance of employees under their supervision.
Recommends and initiates discipline of employees in accordance with applicable bargaining agreements and City policies.
Recommends selection, promotion, discharge, and other appropriate personnel actions.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of a supervisor.
Involved in administration of labor agreements.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
An associate degree from an accredited college or university with major course work in business administration, fleet management, mechanical engineering,, or related area; and two (2) years of mechanical experience in the maintenance and repair of diesel and gasoline powered equipment and vehicles, to include one (1) year of supervisory experience; Or
Graduation from high school or possession of an acceptable equivalency diploma and five (5) years of mechanical experience in the maintenance and repair of diesel and gasoline powered equipment and vehicles, to include one (1) year of supervisory experience; Or
Graduation from high school or possession of an acceptable equivalency diploma, two (2) years of general management experience and two (2) years of mechanical experience in the maintenance and repair of diesel and gasoline powered equipment and vehicles.
CERTIFICATIONS OR LICENSES
Licenses
CDL instructional permit required at time of appointment. CDL class “B” with passenger endorsement is required within one month of date of hire.
Certificate in Automotive Fleet Management preferred.
National Institute for Automotive Service Excellence certification in the bus or truck field preferred.
Certifications

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of FDOT regulations for transit such as Section 14-90, System Safety Plan, etc.
Thorough knowledge of occupational hazards connected with the operation of equipment and facilities along with the necessary safety precautions,
Thorough knowledge of industry work practices, safety policies, methods, programs, procedures and safety equipment used in assigned work area.
Thorough knowledge of principles and practices of installation, operation and maintenance of equipment and facilities.
Thorough knowledge of parts inventory management and control.
Considerable knowledge of, and ability to read and interpret applicable federal, state and local laws, rules and regulations and ability to develop programs to assure compliance with same.
Knowledge of supervisory principles and practices.
Ability to make accurate arithmetic computations.
Ability to understand and carry out written and oral instructions.
Ability to supervise employees in a manner conducive to full performance and high morale.
Ability to communicate effectively, both orally and in writing.
Ability to keep accurate records.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
Must be physically able to safely maneuver and operate a bus and other heavy equipment.
Work may require tasks that involve walking, sitting, standing, twisting, bending, lifting up to 20 lbs., pushing/pulling up to 50 lbs., and overhead work.
May be exposed to noxious chemicals or smells.
WORK ENVIRONMENT
While performing the duties of this job, work may require performance of tasks outdoors under varying climatic conditions.
Required to attend meetings and work outside regular business hours, including evenings, weekends and holidays.
Work schedules may require split shifts and non-consecutive days off.
Work will require direct contact with the public.
