Summary
Manages the Distribution and Collection Systems Division. Responsibilities include day to day management of Water Distribution, Wastewater Collection, and Stormwater Conveyance Systems, repair and construction crews, sewer right-of-way maintenance crews, infiltration/inflow correction crews, locator unit and Department of Water Resources (DWR) fleet maintenance. Responsibilities include Division budgeting, staffing, overall supervision, and other miscellaneous tasks as assigned by the Director and Deputy Director. Leads Division’s efforts and works closely with Asset Management staff to apply sound Asset Management principles related to linear and rolling stock assets. Leads efforts to incorporate appropriate technologies into the daily operations of the Division.
Job Duties
Has ultimate responsibility to plan and assign work to right-of-way maintenance crews, infiltration/inflow correction crews, fire hydrant maintenance crews, valve maintenance crews, sewer cleaning crews, and T.V. inspection crews, and will reassign staff as necessary to accomplish goals. Works closely with the Lift Station Superintendent to ensure lift stations and water booster pump stations are operating properly.
Promotes the use of new technologies (CMMS, GIS, etc.) in daily activities to accomplish work. Provide coaching and technical support to be able to use these new technologies.
Directs the equipment and vehicle maintenance staff to ensure equipment and rolling stock is properly maintained.
Investigates and resolves customer complaints associated with the Distribution and Collection Systems and Stormwater System.
Works with the Engineering and Construction Division and Consulting Engineers to ensure repairs and designs prepared are consistent with the City's needs.
Consults with other City departments and other agencies to plan and implement special programs.
Meets with the Director and Deputy Director to keep him/her abreast of Division activities, personnel issues, Division needs, and other important needs. Coordinates work with the Environmental Services Division Manager and State and Federal regulatory officials in investigating and controlling suspected or actual sewer overflows.
Prepares Annual Budget and other financial reports necessary to support the Division. Provides Division input for preparation of Capital Improvement Plans for the Distribution, Collection and Stormwater Conveyance Systems, and the Department as a whole. Provides necessary information of on-going challenges to upper management in support of strategic decisions that support the Division.
Coordinates with Permitting Manager to ensure developer-constructed extensions of the water and sanitary sewer systems meet City standards.
Monitors and ensures that all operations are conducted in accordance with Department’s established safety program and identified hazards are corrected. Also evaluates and assists in the development of safety programs and policies for Water Resources to ensure employee safety.
Implements professional development plans for career advancement of Distribution and Collection staff to support succession planning of Department.
Closely coordinates with other DWR staff to ensure safe drinking water/environmental protection and to follow Departmental protocols. This coordination includes Water Treatment Plants, Wastewater Treatment Plants, Laboratory, Water Conservation, Water Loss Control, Asset Management, Engineering and Construction, and Finance and Administration.
Assures an accurate and sufficient inventory of spare parts and construction materials are available; supervises inventory and reordering parts when necessary.
Fully incorporates the Division’s Asset Management software into the daily operations to promote the risk-based maintenance philosophy.
Performs other related duties as required.
Employee subject to recall to duty in cases of emergency.
Minimum Qualifications
Bachelor's Degree in Engineering, Public Administration, Construction Management or related field is preferred.
Five years’ experience at a supervisory level in the maintenance, operation, and repair of a Water Distribution, Sewage Collection, and Stormwater Conveyance System, or comparable experience.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:
State of Georgia Water Distribution and Wastewater Collection Licenses (or must be able to obtain within one year of employment).
Registered as a Professional Engineer in the State of Georgia preferred.
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).
Knowledge, Skills and Abilities:
Knowledge of a wide range of construction, maintenance, and repair activities as they relate to water lines, sewer lines, pumping stations, and water tanks and the ability to apply knowledge in solving routine and complex problems. Must have knowledge of the principles, practices, and techniques of water and sewer design and construction.
Knowledge of Personnel Management with ability to direct many different skills and personnel levels.
Knowledge of governmental budgeting and purchasing procedures.
Thorough knowledge of machines, equipment, tools, and industry-recognized practices and principles involved in management of water distribution, wastewater collection and stormwater systems.
Knowledge of operation of Water Distribution and Sewer Collection Systems, including pumping stations, water tanks, instrumentation, and telemetry.
Knowledge of water auditing, conservation measures, and leak detection.
Knowledge of the Municipal Separate Storm Sewer Systems (MS4) inspection process and reporting related to stormwater management.
Knowledge of materials and equipment used in water and sewer repair and maintenance.
Knowledge of surveying.
Knowledge of State and Federal regulations pertaining to Utilities construction and operations.
Knowledge of basic computer skills.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to establish effective working relationships with developers, consulting engineers, City officials, and the general public.
Ability to interpret guidelines and use sound judgement where guidelines do not exist.
Ability to plan, schedule and direct broadly defined assignments, set priorities with available personnel and resources.
