SUMMARY
This is managerial and administrative work planning and directing the activities of GRUCom’s Engineering and Construction division while actively engaged with GRUCom’s Leadership Team developing GRUCom’s Business Strategy, Product Development, and Network deployment by ensuring that the Engineering and Construction Division is positioned to fully support the business plan.
The single position allocated to this class reports to a senior manager and works under general supervision. Work in this class is distinguished by its managerial duties, and its focus on Engineering and Construction in GRUCom’s Leadership Team.

ESSENTIAL JOB FUNCTIONS
Plans, organizes, and directs activities and operations of GRUCom’s Engineering and Construction division.
Plans, directs and administers GRUCom operations to build and maintain the GRUCom network infrastructure
Works with the members of GRUCom’s Leadership team to identify business opportunities, develop GRUCOM’s strategic plan, continuously improve customer service and ensure optimal utilization of resources.
Investigates and evaluates proposals for new telecommunications programs or services.
Directs the Work Management Process to oversee the implementation of the plan through projects and job orders.
Establishes a cooperative work environment throughout GRUCom.
Ensures coordination of GRUCom work through the effective use of work management processes and supporting systems
Ensures that network cabling and equipment installation jobs are completed in a timely manner meeting economic targets and customer service dates.
Ensures that telecommunications service projects are properly coordinated with local, state and federal officials and the necessary permits and approvals are received.
Ensures that construction methods meet or exceed industry safety and technical standards.
Prepares, recommends and monitors annual division budget.
Develops and reviews financial reports, including budget reports, approves major purchases, payrolls and capital projects. Initiates corrective actions where necessary.
Approves purchase requests within GRUCom in accordance with utility policy.
Reviews department growth forecasts, corporate models, master plans and utility policy.
Acquires, directs and oversees utility consultants, contract engineers and contractors.
Develops and implements administrative and operational policies and procedures.
Evaluates administrative, financial and managerial programs affecting the division. Implements programs as needed.
Recommends selection, promotion, discharge and other appropriate personnel actions.
Performs timely, fair and non-discriminatory evaluation of performance of employees.
Attends industry conferences, trade shows and seminars to maintain knowledge of industry developments.
Attends public meetings and represents GRUCom on matters which may affect telecommunication services
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor degree from an accredited four year college or university with major course work in engineering, mathematics, economics, business or a field related to telecommunications, and five (5) years progressively responsible experience, including a minimum of two (2) years of supervisory or project management experience, in a field related to telecommunications operations, or an equivalent combination of training and experience which provide the required knowledge, skills and abilities.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of engineering principles, methods and procedures of the telecommunications or related field.
Working knowledge of project management practices.
Extensive experience of construction and maintenance policies and procedures in the telecommunications or related field.
Working knowledge of current telecommunications construction, cabling and networks.
Demonstrated ability to think strategically.
Proven abilities to identify business opportunities and to turn them into new customers.
Experience in developing and administering budgets.
Ability to plan, assign and direct work of professional, administrative and supervisory personnel.
Ability to develop long range plans and programs.
Thorough knowledge of principles and practices of effective administration and supervision.
Ability to hire, discipline and supervise personnel.
Ability to create a cooperative work environment focused on achieving the organization’s objectives.
Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.
Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to establish and maintain effective working relationships with individuals of diverse backgrounds including elected and appointed government officials, Charter Officers, City employees, representatives of other agencies, existing and potential customers and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
Will be required to work and attend meetings outside regular business hours.
Will be required to respond during emergencies in varying climatic conditions.
Requires local travel to other general government or GRU locations within the Gainesville area, and to State government and to US locations for the purposes of attending conferences, training or governmental meetings.
