Job Details:

Gainesville Regional Utilities' Energy Supply Department is currently looking for the ideal candidate for a Production Technician opening.

A typical workday may include but not limited to, starting, shutting down and monitoring online operation of power generation equipment. The Production Technician also performs minor maintenance at journeyman level of instrument, controls or electrical (ICE) maintenance. Production tasks include monitoring, observing, and analyzing equipment and systems' characteristics and generating written work requests and project requests based on observations; taking actions required to anticipate, correct or change a condition, as needed; completing work requests based on observation or determine the need; and operating and performing preventive and predictive maintenance of and minor repairs to plant equipment and systems. At the completion of the training program candidate will be fully functioning as production operator.

To qualify for this position, candidate must have a high school diploma or possession of an acceptable equivalent diploma; must have journey level knowledge and skill in electrical or instrumentation or control and at least apprentice level knowledge and skill in plant operations, and three (3) years of operational and maintenance experience at a central utility plan, oil refinery, chemical plant, fossil or nuclear power plant, fossil or nuclear ship propulsion, pulp or paper mill or other similar process plant.

The work schedule is rotating shift work and may work at any of the GRU Energy Supply generating sites.

Job Description:

SUMMARY

This is multi-skilled mechanical, electrical, instrumentation and control maintenance, operations and administrative work in a process plant, such as a power generating facility or central utility plant.

Depending on area of assignment, positions allocated to this classification report to a designated supervisor or manager and work as a self-directed team or under limited supervision.  Work in this class is distinguished from other classes by its, performance of advanced, multi-skilled technical and operational functions and the requirement to train and instruct personnel.

ESSENTIAL JOB FUNCTIONS

Depending on the area of assignment:

Works with all plant employees and represents the facility in a professional manner to employees from other departments, as well as to contractors, vendors, customers and the public.

Works using safe work practices and has safe behaviors and attitudes.  Must be able to address safety deficiencies in conditions and in others in the work environment.

This position requires making safety sensitive decisions that affect the safety of the employee as well as other employees or contractors working with and around this employee or cause catastrophic failure of major equipment.

Monitors, observes, and analyzes equipment and systems’ characteristics and generates written work requests and project requests based on observations.  Takes or directs actions required to anticipate, correct or change a condition, as needed.  Completes work requests based on observation or determining the need or as assigned and completes applicable paperwork.

Operates and performs preventative and predictive maintenance of and minor repairs to plant equipment and systems. This work includes, but not limited to, working on electrical equipment (AC and DC motors and circuits, switchgear circuit breakers, relays and motor protective devices, transformers, storage batteries, rectifiers, and motor-generator sets) instrumentation (pressure, temperature, positional, flow, etc.) and mechanical equipment (pumps, valves, soot blowers, compressors, etc.).

Examines, cleans and tests electrical and mechanical equipment in accordance with plant preventive maintenance schedule.

Maintains all regular and emergency electrical power, lighting, and control equipment to ensure proper working order.

Must be able to troubleshoot and resolve equipment/system problems.

Operates (starts up, shuts down, monitors and makes necessary adjustments for) plant main equipment and auxiliary systems.

Operates fossil-fired steam electric generating units and associated equipment including gas and oil fired steam generators (boilers) and steam turbine generators.

Operates solid fuel fired (coal or biomass) steam electric generating units and associated equipment.

Operates fossil-fired combustion turbine generators and associated equipment

Monitors observes and maintains conditions that affect operation of the plant.

Operates, monitors and records operation of equipment for controlling the air quality and air quality support equipment, including but not limited to, precipitator, urea to ammonia and lime hydration systems, fluidized bed dry scrubber, selective catalytic reactor and baghouse.

Operates and troubleshoots problems with test equipment, plant controls, alarm and electrical control systems, and fiber optic cable.

Monitors, repairs and maintains process plant equipment and structures, including, but not limited to:   lighting systems, cooling towers, fuel handling and water process treatment equipment, combustion turbine electrical equipment and mechanical components, controls, generators, boilers, drive mechanisms and filtering equipment.

Keeps accurate and complete labor, material and equipment records and prepares required reports. 

Analyzes and evaluates current and projected work activities based on urgency, cost, efficiency, productivity and established budgetary guidelines. 

Assists in planning and establishing work schedules for planned and unplanned maintenance activities using a maintenance management program.

Complies with Safety Data Sheet information for all products. 

Properly handles and stores parts inventory, hazardous and non-hazardous materials according to the manufacturer’s recommendations and uses basic skills to prevent fires and explosions. 

Attends training courses to improve knowledge and understanding of all process plant systems and to obtain the ability to perform calculations on plant performance, heat transfer, combustion conditions, equipment efficiency and water quality.  Completes established training objectives required for level of craft area assignment.

Provides training and instruction to other team members and advises supervisor or manager of level of job knowledge, skills, and abilities of personnel in training

Adheres to and implements proper lockout/tag out of plant equipment and systems in accordance with established clearance procedures, policies and practices. 

Plans work activities to prevent injury and property damage.

South Energy Center: Must be highly skilled in operations and a technical craft and able to work without any supervision and work as a single person shift while supporting better than a 99.999% uptime on critical hospital services including but not limited to; power, chilled water, steam, heating hot water.

Coordinate and hire contractors for emergency repairs in absence of management.

Must be responsible for purchasing card usage, training and administrative duties related to purchasing supplies, spare parts, etc.

Able to execute startup and shutdowns of all major and auxiliary equipment and systems in the plant without any supervision.

Perform LOTO operations to secure and release equipment in accordance with procedures.

Utilize necessary equipment to remove waste from the plant (Pyrites, bottom ash, fly ash, waste oil, etc.)

Uses plant computer systems correctly using cyber security protocols, in daily work including use of MS Office applications (Outlook, Word, Excel, etc.) as well as PI system. (South Energy Center only) including Human Machine Interfaces (HMI) for Process Control and PI Historian.

Responds in and to emergency situations.

Uses plant support industrial equipment such as forklifts, cranes, hoists, carrier deck, vacuum truck, etc.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Depending on the area of assignment:

Keeps plant facilities in a clean and orderly fashion and performs general housekeeping.

May be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying electrical current, dangerous fluids or gas that could endanger the public or other employees.

May be required to train and perform duties in emergency egress, accidental spill incidents and other safety-related emergencies.  Training may include attending HAZWOPER and emergency egress training.

Understands the principles, practices, methods, materials and theory of analysis of water chemistry and has basic to minimum experience in process plant laboratory procedures and the care and use of laboratory analysis equipment. 

Understands the need for sampling of fuel and the associated tracking documentation.

Acts in absence of a supervisor or manager at the assigned plant.

Uses plant computer systems correctly in daily work including use of MS Office applications (Outlook, Word, Excel, Workday etc.) Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily.  Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Depending on the area of assignment:

Graduation from high school or possession of an acceptable equivalently diploma; must have journey level knowledge and skill in at least one of the following disciplines:  plant operations, mechanical maintenance, electrical or instrumentation/control and apprentice level knowledge and skill in at least one of the remaining disciplines, either the journey level or apprentice level knowledge and skills must be in plant operations; and three (3) years of operational and maintenance experience at a central utility plant, oil refinery, chemical plant, fossil or nuclear power plant, fossil or nuclear ship propulsion, pulp or paper mill or other similar process plant.

Employees in this classification that are Production Technician Progression-Through-Training Program participants must meet the minimum requirements established in the Production Technician Progression-Through-Training Program. 

Failure to progress to the maximum level of the Production Technician Progression-Through-Training Program within the timeframes established in the program will be grounds for termination of employment.

KNOWLEDGE, SKILLS AND ABILITIES

Adequate understanding, knowledge, experience and skills of principles and practices pertaining to the installation, repair and maintenance of various types of process plant electrical, electronic and/or instrumentation and controls systems and equipment.

Understanding, knowledge and operation experience of steam turbine units, combustion turbine units and combined cycle units.

Thorough knowledge of occupational hazards, safety rules, regulations and precautions, including but not limited to Hot Work, Confined Space, LOTO, Electrical Energized Work, etc.

Adequate understanding, knowledge, experience and skills of maintenance and repair of process plant instruments and controls.

Adequate understanding, knowledge and experience in systems, instruments and controls theory.

Adequate understanding, knowledge, experience and skills to utilize computer software, including but not limited to:  Outlook, Excel and Access as well as system and equipment diagnostic software.

Skill in use and care of tools and equipment used in installation and adjustment of instruments, electrical systems and equipment. 

Ability to inspect and analyze instruments to detect flaws or defects in their operation and make necessary corrective calculations.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Must possess the ability to become site-oriented and stand watch within 60 days of assignment to position.

Work requires normal color vision to distinguish the color and severity of many control and safety devices.

Work requires the use of personal protection equipment including hearing protection, eye protection, foot protection, hand protection, head protection and use of respiratory protection equipment, including self-contained breathing units, in compliance with Occupational Safety and Health Administration (OSHA) regulations.

Work requires the ability to work at heights of over 100 feet on open grating or from aerial devices and the ability to climb and descend stairs and ladders.

Work requires physical strength and agility sufficient to safely perform all essential job functions including the ability to lift, carry, push, or pull 50 pounds without assistance and to stand, kneel and stoop.

Work requires the ability to work safely with hazardous chemicals, including, but not limited to:  acids, caustics, water treatment and maintenance chemicals.

Must be able to communicate effectively orally and in writing, see physical surroundings, listen, hear others, respond to oral commands, and demonstrate good communications skills.

WORK ENVIRONMENT

Employees in this classification are required to work a rotating shift schedule.

Employees in this classification are required to work holidays.

Employees in this classification may be required to be on call.

Work requires use of personal protective hearing equipment while in areas that have high noise levels.

Work may require performance of tasks outdoors under varying climatic conditions.

Work may require performance of tasks in heat; and by entering and maneuvering within confined spaces.
