Description

The Department of Public Works has an immediate opening for an experienced and skilled concrete construction and pavement maintenance professional to participate in and lead a work crew on the Streets & Special Projects team, which performs street and alley pavement maintenance such as spot patching, crack sealing, and resurfacing; construction, maintenance, and repair of sidewalks, concrete stormwater structures, and concrete curbs and gutters; and snow removal. As the team's Crew Leader, you will be a first-line supervisor responsible for assigning, coordinating, monitoring, leading, and participating in the work of a small, highly specialized crew of workers that maintain nearly 93 miles of City-maintained streets.
40 hours per week; 7 a.m. to 3 p.m., Monday through Friday. Some evening, weekend, and holiday work is required. Starting salary for this position is negotiable within the target hiring range ($48,183 - $54,000) and will be offered at a level consistent with the relevant experience, knowledge, qualifications, training, certifications, and skills proficiency of the candidate.

We are looking for a motivated, hard-working, and experienced individual who can wear many hatsserving as a crew leader while providing expertise and participating as a skilled member of the team. You must have prior experience in street construction, setting forms and finishing concrete, replacing sidewalks and curbs, and making asphalt street repairs; and at least 3 years of experience operating heavy equipment / backhoe or excavator. To be successful in this position, you must be a positive team player and role model with a "roll-up-your-sleeves" attitude, great communication and team building skills, and a safety driven approach to all projects.
Possession of a Class A Commercial Driver's License with Tanker Endorsement ("N") upon appointment is preferred, but is required within 12 months of hire as a condition of employment. Training / equipment to assist you in meeting this requirement will be offered, and testing and licensing costs are paid for by the City.

Job Functions
What you will do with us :
- Assign duties, determine work procedures, set priorities, and coordinate daily tasks.
Lead and assist in the planning and construction of new projects.
Monitor and inspect work in progress to assure conformance with job requirements and instructions and to ensure work time schedules and quality standards are being met.
Ensure work tasks are performed in a safe manner utilizing proper safety procedures and equipment.
Guide and train staff in safety, proper equipment use, direct hands-on maintenance and repair functions, and general work procedures; assess skills and training needs to aid in their development.
Encourage and develop responsibility and teamwork among subordinate crew workers in the accomplishment of work tasks.
Operate construction equipment related to construction, maintenance, and repair projects.
Monitor equipment and report needs for equipment repairs and maintenance.
Make suggestions for improving work methods and increasing efficiency to better meet service demands and / or realize cost savings.
Supervise and participate in snow and ice removal operations and lead other special assignments.
Maintain daily work records and prepare work reports.
Serve as initial contact person during emergencies occurring during off duty hours.
Provide excellent service, pursue continuous improvement, and exceed expectations.

Qualifications
What you will need to be considered :
Ability to deliver excellent customer service with a positive attitude.

High school diploma or equivalent (desirable).
At least three years of skilled experience and specialized training in street construction and asphalt and concrete maintenance, repair, and replacement, or closely related public works field, including at least 3 years of experience operating heavy equipment / backhoe or excavator.
Some previous experience in a lead worker capacity and a demonstrated ability to assign, lead, monitor, direct, supervise, and evaluate the work of others.
Ability to prepare simple reports and give, understand, and follow oral and written instructions.
Solid computer / technology skills using Microsoft Office Suite (Outlook, Word, Excel), specialized department-related recordkeeping and reporting software applications, and other applications appropriate to assigned duties and responsibilities.
Be able to perform moderate to heavy manual labor over extended periods of time, possibly under adverse weather conditions.
Valid driver's license and safe driving record. (Must possess Class A CDL with Tanker Endorsement ("N") at time of or within 12 months of hire.)
A valid, unexpired Medical Examiner's Certificate / DOT physical card (may be obtained during pre-employment medical examination and must be maintained throughout employment).
Maryland Department of Agriculture Pesticide Applicator's License and International Society of Arboriculture (ISA) Certified Arborist certification desirable.
Ability to read, write, speak, and understand English to follow safety precautions and work procedures.
Ability to work weekends, holidays, and overtime when required; and to return to work when designated to be on call for emergency situations or repair work and / or snow and ice removal.
Ability to work from ladders, scaffolding, and aerial / bucket lifts from various heights and / or in confined spaces.
Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to satisfactorily perform job duties.
