Description
The in the is seeking an experienced, creative, and resourceful Project Manager to direct, manage, plan, coordinate, and implement a variety of designated financial and community wellness initiatives, including oversight and full coordination of the Gaithersburg Financial Empowerment Center (FEC), which offers free, professional, one-on-one financial counseling as a public service to individuals and families in Gaithersburg and the surrounding area, assisting them with managing their finances, paying down debt, increasing savings, establishing and building credit, and accessing safe and affordable mainstream banking products.
The successful candidate will oversee and implement financial wellness initiatives and programs, lead and work on other community initiatives, and assist with projects and programs that serve and support the community. Responsibilities as the FEC's municipal manager include managing operations of the overall initiative including programmatic design, budgeting, implementation, training, partnership building, marketing, and outreach, evaluation, reporting, and contract compliance. The Project Manager serves as the main point of contact for FEC providers, local government leadership, and funders.
We are looking for a well-organized and action-oriented individual with a strong deadline-driven results and deliverables focus; must be approachable, adaptable, poised, diplomatic, highly customer focused, persistent in the face of obstacles, and able to manage competing multiple simultaneous projects. The successful candidate must have a high level of understanding of community programs and strategies, be able to effectively collaborate with community stakeholders, be skilled in the delivery of financial mobility services, and be able to to develop collaborations and secure resources to put programs in place to fill needs.
Starting salary for this position is negotiable within the target hiring range ($95,000 to $105,000) and will be offered at a level consistent with the relevant experience and qualifications of the candidate. Job Functions
What you will do with us :
- Oversee and manage operations of the Gaithersburg Financial Empowerment Center.
- Manage the Bank On Gaithersburg / Financial Wellness Coalition and its initiatives; coordinate associated grant-funded financial empowerment programs; oversee membership recruitment and partnership development, meeting management, special event planning, fundraising, marketing and advertising, and outreach initiatives.
- Provide consistent messaging and marketing to recruit clients for the FEC; take a leadership role in increasing fundraising to support the FEC.
- Conduct regular data collection and analysis to keep current on community needs and gaps in services; make conclusions and proposals to improve services.
- Lead various initiatives that support services and programming.
- Research grant opportunities, design and write grants, and implement awarded grant programs, including tracking, grant contract compliance, outcome reporting, and budget monitoring.
- Serve as a City representative to coalitions, boards, and conferences as needed.
- Participate in preparation of division budget; monitor expenditures and revenues, accounting and bookkeeping for compliance with the budget plan.
- Recruit, train, advise, and supervise staff as assigned.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City's personnel regulations). The position can accommodate limited remote work (at the discretion of the Division Manager and Department Director). Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.
The successful candidate will be subject to a pre-employment background investigation.
