Grants Administrator
FLSA Status: Exempt
General Definition of Work
The Grants Administrator will have the responsibility of applying for, securing, and managing grants consistent with the City’s strategic plans, needs, goals and resource needs. The Grants Administrator performs complex tasks to generate revenue, which offsets the cost of City services and seeks new opportunities for funding. The Grants Administrator will write, develop, and submit grant proposals to federal, state, corporate and other agencies and will be responsible for tracking and reporting grant development activity for the City. This includes identification of grant resources and opportunities, evaluating the likelihood of receiving funds, working collaboratively with other departmental and City personnel and external partners to write grants that support the City in its needs and operations. The Grants Administrator will report to the City Manager.

Essential Functions
Be directly responsible for grant writing and submittal of grants from concept to submission to funding agencies within limited time deadlines.
Monitors the City’s participation and compliance in federal and state grant projects.
Assesses human service, program and equipment needs within the City that would qualify for funding.
Presents Determines potential new opportunities service needs that City agencies may initiate utilizing funding.
Able to meet limited time deadlines.
Works with agencies to ensure program and documentation compliance.
Provides direction, leadership and support for the grant seeking efforts of the City and staff.
Develops, implements, monitors and evaluates a grant management and reporting system to provide visibility to active grant projects, applications pending decision; and upcoming application deadlines; and create forecasts of timing of expenses and revenue;.
With the assistance of departmental staff, establishes grant budgets and track costs as grants are received and implemented.
Assist in the overall tracking and reimbursement of grants mindful of year end accounting.
Develop and nurture positive and productive working relationships with departmental staff seeking grants.
Develop positive working relationships with agencies that provide grant funds.
Assist staff in implementing grants and following proper procedures for reporting, procurement, etc.
Perform other duties as assigned by the City Manager.
Knowledge, Skills and Abilities
Comprehensive knowledge of the principals of grant writing and implementationadministration;; experience in project management principles, knowledge of accounting principles; proficient with computers, and a variety of software applications, including word processing, database, and spreadsheet programs; requires the use of analytical thinking skills; must be able to plan and manage work, independently; ability to evaluate complex grant criteria and requirements and how they match up with the needs of the City; ability to evaluate procedures, forms and records; ability to prepare informative reports; requires superior communication skills and the ability to communicate complex ideas, both orally and in writing; ability to formulate long range planning needs; ability to plan, organize and evaluate the needs of employees and departments in the specialized field of grants administration; ability to establish and maintain effective working relationships with other department heads, governmental officials, associates and the general public.
Education and Experience
Bachelor's degree and previous professional experience in successfully securing grants and/or private funds for a governmental organization. The Grants Administrator must possess excellent technical writing, oral communication, and organizational skills and be able to articulate goals and objectives, budgets, evaluation methods, and desired outcomes. The Grants Administrator must have a working knowledge of the use of computer-based technology for research, word processing, development of spreadsheets and oral presentations. The Grants Administrator should have in excess of 5 years or professional grant writing or project management experience. Certified grants professional preferred.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a very quiet location (e.g. office).
Special Requirements
Valid Commonwealth of Virginia Driver’s License.
Occasional work beyond normal work schedule.
