ABOUT GALT

Incorporated in 1946, Galt is a growing community with approximately 26,000 residents located approximately 20 miles south of Sacramento along Highway 99. The City is led by five elected council members, the Mayor being appointed.

ABOUT THE POSITION

The City of Galt is currently accepting applications for
Public Works Maintenance Worker I/II for the Streets Division.

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
  • Certification/Education Incentive Pay - May qualify for up to 4 incentives ranging from 2.5% - 10% for obtaining qualifying certificates specific to position.
  • Longevity Pay - beginning at 15 years of service - 5%; 20 years of service 7.5%.
  • Bilingual Pay - $50 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.

GPSU/REPRESENTED POSITION

Under direct and general supervision, performs a variety of semi-skilled work in the construction, modification, maintenance, repair, and operation of City infrastructure, including streets, traffic controls and structures, street sweeper, storm and sanitary sewers, and water and wastewater systems; uses and operates a variety of manual and power tools and light to heavy power-driven equipment; and performs related work as required.

Public Works Maintenance Worker I: This is the entry-level class in the Public Works Maintenance worker class series. Incumbents initially work under direct supervision and receive detailed instructions and training on assignments. Incumbents generally work within an established framework of set procedures in performing assigned tasks. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Public Works Maintenance Worker II: This is the journey-level class in the Public Works Maintenance Worker series. Incumbents are expected to perform a variety of public works maintenance duties without constant instruction and/or supervision. Incumbents are expected to identify maintenance deficiencies and make necessary corrections. Positions at this level are distinguished from the Grade I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

This class is distinguished from Senior Public Works Maintenance Worker in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and is capable of performing the most complex duties assigned to the division.

Positions in the Public Works Maintenance Worker class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring one (1) additional year of experience and after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class or two (2) years of prior related experience that allows the employee to meet the qualification standards for the II level.

SUPERVISION RECEIVED AND EXERCISED

Receives direct and general supervision from the Public Works Maintenance or Utilities Maintenance Supervisor. Exercises no direct supervision over staff.

Example of Duties

When performing all assignments:

  • Troubleshoots maintenance and repair problems, determines materials and equipment required for repair; may purchase materials and supplies from established suppliers with appropriate authorization.
  • Operates specialized vehicles and a variety of light, medium, and heavy equipment related to the maintenance and repair of the City’s infrastructure.
  • Inspects and performs service, minor maintenance, and repairs on a variety of hand and power tools, vehicles, and equipment.
  • Maintains logs and records of work performed and materials and equipment used.
  • Contacts residents and businesses to inform them of work to be performed.
  • May assist with the training and direction of new or temporary staff.
  • Reports the need for major contract repair or maintenance of facilities and equipment.
  • Responds to after-hours emergencies.
  • Performs related duties as assigned.

When performing the street maintenance assignment:

  • Performs repairs, maintenance, and construction of streets, sidewalks, curbs, gutters, catch basins, and drainage structures, including demolition, repaving, patching and overlaying, crack sealing of asphalt, and backfilling trenches and excavations.
  • Excavates and backfills excavations related to water and wastewater line repairs.
  • Loads cold and hot mix asphalt, and patching oil; applies and finishes patching and paving materials.
  • Uses an airless paint sprayer; mixes, thins, and applies paint and stripes streets, crosswalks, and stop sign bars; replaces reflective pavement markers and street signs; lays out and installs traffic signs.
  • Removes concrete, builds forms, and repairs sidewalks and gutters that have been damaged and are trip hazards or need repair after water or wastewater line work; performs other concrete work around City buildings as required.

When performing the traffic maintenance assignment:

  • Provides installation, maintenance, and repair of traffic signs, including making signs and installing sign posts and signs in accordance with federal, state, and City codes.
  • Participates in the fabrication and repair of City signs, including street name signs and sign posts; installs and maintains municipal sign posts, signs, and pavement markings.
  • Performs tree trimming and removal services, including pruning branches, grinding tree stumps to ground level, and removing trees safely and efficiently.
  • Performs legend painting and striping of City streets and parking lots using appropriate materials.

When performing the street sweeping assignment:

  • Operates street sweeping equipment for the purpose of cleaning City streets.
  • Occasionally removes small amounts of debris from streets as necessary, removing obstructions from the sweeper’s path.
  • Receives and responds to requests from the Police Department, other City staff, and the general public for emergency clean-up, including requests to remove debris, garbage, glass, and other materials from accident sites and other areas.
  • Inspects equipment; performs preventive maintenance; makes operating adjustments and minor repairs to equipment such as checking oil, identifying leaks, and other related maintenance duties.

When performing the utility/stormwater/sewer maintenance assignment:

  • Installs, maintains, and repairs water and sewer service connections.
  • Installs potable water pipe lines, fittings, valves, and fire hydrants; taps and repairs water service lines.
  • Maintains, repairs, and flushes underground water distribution lines and storm and sanitary sewer collection systems; operates high-pressure hydro flushing unit and heavy construction equipment as qualified and assigned.
  • Determines the location of underground utilities and marks them accordingly.
  • Checks water and sewer plants and takes readings; and checks sewer lift stations and takes sewer meter readings.
  • Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; performs shut-downs of services, as required.
  • Performs maintenance and repairs on wastewater treatment plants (pumps, waterlines, and equipment; and moves sludge).
  • Opens, flushes, patches, and installs sewer lines; builds and cleans out manholes, catch basins, and other drainage facilities.
  • Performs inspection, construction, maintenance, and repair activities of City storm drain and sanitation systems and facilities to ensure safe and efficient access for the public, including concrete and open channels, creeks, pipes, drains, detention basins, and drop inlets.
  • Performs a variety of duties in the maintenance of drainage structures to ensure efficient drainage, including inspecting, repairing, and replacing patrol tide areas and opening and closing tide valves along assigned routes.
  • Performs concrete and open channel maintenance, including inspecting and repairing stormwater conveyance systems, removing/abating weeds and other invasive vegetation, removing sediments, debris, and trash from channels, applying site delineation, best management practices, and erosion control before, during, and after maintenance activities, and keeping in compliance with applicable federal, state, and local water regulatory laws and regulations.

  • Maintenance principles, practices, tools, equipment, and supplies required to clean City streets, gutters, alleyways, parking lots, and other assigned facilities and areas.
  • The operation, work methods, and limitations of street sweeping equipment.
  • Traffic control procedures and traffic sign regulations.
  • The operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.

Ability to:

Public Works Maintenance Worker I and II:

  • Perform semi-skilled construction, modification, maintenance, and repair work on City streets, water distribution and sewer collection systems, facilities, and equipment.

  • Perform water utilities maintenance and repair with accuracy, speed, and minimal supervision.
  • Safely operate, adjust, and maintain street sweeping equipment.
  • Operate specialized street maintenance, repair, and sewer-cleaning equipment.
  • Locate underground utilities by use of blueprints and electronic locating equipment in accordance with Underground Service Alert (USA) regulations.
  • Set up and operate a traffic area construction zone, including cones, barricades, and flagging.
  • Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

Supplemental Information

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Public Works Maintenance Worker I: Equivalent to graduation from high school and one (1) year of construction, maintenance, or repair experience in streets and traffic, municipal utilities, general construction, or facilities maintenance areas.

Public Works Maintenance Worker II: Equivalent to graduation from high school and three (3) years of semi-skilled construction, maintenance, or repair experience in streets and traffic, municipal utilities, general construction, or facilities maintenance areas, or two (2) years of experience equivalent to the Public Works Maintenance Worker I.

Licenses and Certifications:

Public Works Maintenance Worker I- Required:

  • Possession of a valid Class C California driver’s license and have a satisfactory driving record.
  • Possession of a Water Distribution System Operator Grade I (D1) Certification within the probationary period.


Licenses and certificates listed below are desirable, but not required at the time of appointment. However, at the discretion of the City and depending upon business necessity, certain persons in this class may be required to obtain any of the below listed licenses, certificates, or specialized education and training within a specified timeframe.

  • Possession of a valid Class A or B California driver’s license with airbrakes and tanker endorsement.

PHYSICAL DEMANDS

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.


ENVIRONMENTAL ELEMENTS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.


WORKING CONDITIONS

Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. Must be available for regular and emergency standby, evening, weekends, and holidays, and to be called back and work emergency overtime as required and in accordance with the existing Memoranda of Understanding. Must be willing to work outdoors in all weather conditions and with exposure to traffic and potentially hazardous conditions.


The City is on a 9/80 work schedule. The City is closed to the public on Fridays.

MEDICAL The City of Galt participates in the CalPERS Health Program. Employees have a wide variety of choices of HMOs and PPOs. Galt Public Service Unit employees receive a set dollar amount for benefits(cafeteria plan) in accordance with the MOU.

CASH IN-LIEU OF GROUP INSURANCE Employees who choose to waive coverage under the City's medical insurance program shall be compensated $200 per month for waiving employee only coverage, $350 per month for waiving employee plus one and $500 per month for waiving employee plus family coverage.
DENTAL City pays the total cost of the premium for employee and dependents.
VISION PLAN City pays the total cost of the premium for employee and dependents.

LIFE INSURANCE City pays the total cost of premiums for $50,000 coverage.

LONG-TERM DISABILITY (LTD) City pays total cost of premium.

SOCIAL SECURITY AND MEDICARE The employee and City both contribute to Social Security/Medicare.

BI-LINGUAL PAY Eligible employees may receive fifty dollars ($50) per month for bilingual skills if meet the criteria and pass an oral and.or written examination.

EMPLOYEE ASSISTANCE PROGRAM Employee Assistance Program (EAP) is administered by Guidance Resources. Confidential, employer-paid benefit program designed to assist employees in solving personal problems and managing everyday issues. Available to employees and immediate family.

TUITION REIMBURSEMENT Up to $4,000 per fiscal year for approved reimbursements.

Covers IRS approved medical and/or approved dependent care expenses to be paid on a pre-tax basis.

  • Dependent care up to $5,000 (for single) and $10,500 (married) annually
RETIREMENT SYSTEM (CalPERS)
Classic CalPERS full time employees are covered under the 2 % @ 55 PERS retirement program. The City pays 100% of the employer contribution for this program. Employees contribute 7% towards the employee contribution for this program.

PEPRA CalPERS full time employees (hired after 1/1/13) are covered under the 2% @ 62 retirement program. The employee and the City share in the normal cost. The current employee contribution is 8.25%.

DEFERRED COMPENSATION Voluntary Deferred Compensation Plan through TIAA-CREFF.

HOLIDAYS Total of fourteen (14) paid holidays per year. Employees receive thirteen (13) paid/observed holidays and one (1) floating holiday. VACATION CREDIT Employees with 4 years of prior public agency experience at time of hire, may request to accrue at rate of 120 hours.

VACATION CASH OUT Employees are eligible to cash out up to forty (40) hours vacation per year.

SICK LEAVE Employees accumulate eight (8) hours per month. The balances rollover each year with no limit or cap.

SICK LEAVE CASH OUT/CALPERS SERVICE CREDIT Employees retiring or separating are eligible for sick leave cash out of 75% of balance, up to a maximum of four hundred eighty (480) hours; upon retirement, remaining sick leave hours may be converted to CalPERS service credit.

CERTIFICATION/EDUCATION INCENTIVE PAY – up to 10% Eligible employees can earn two and one half percent (2.5%) for obtaining qualifying certificates that are specific to their position. An employee may qualify for up to four (4) incentive qualifications available for their particular position. No more than a total of ten percent (10%) may be earned in incentive pay of the employee’s current salary. Details are located in the Galt Public Service MOU, Exhibit B.

LONGEVITY Regular full time employees shall receive 5% at 15 years of service and 7.5% at 20 years of service.
