Job Description
SUMMARY: Under the general direction of the Chief Safety Officer, monitors activities of Island Transit employees to ensure compliance with City, state and federal safety policies, procedures and regulations.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Responds to accidents/incidents; photo documents scenes; gathers information for reports. Pull and review video cards from revenue vehicles and provide analysis.
  • Reports to CSO regarding safety issues.
  • Attends various training sessions related to transit safety and operations.
  • Provides input Galveston Island Transit Training and Operation supervisors to ensure adherence to best practices in driver, equipment, and vehicle safety.
  • Participant in the DOT/FTA Drug/Alcohol process acts as Designated Employee Representative.
  • Reviews monthly reports from SSRC members to ensure required system safety activities are carried out.
  • Works with and assists law enforcement personnel, GIT Staff, and City Risk Management to document accident investigations and incidents; and provides guidance to operations and supervisory staff on protocol and compliance with City, DOT, TxDOT, and FTA guidelines.
  • Assists in the coordination of training exercises with Emergency Responders.
  • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; and performs other duties as required or assigned.
  • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.
KNOWLEDGE AND SKILLS:
Knowledge:
  • City organization, operations, policies, and procedures.
  • Principles and practices of transit safety management.
  • Principles and practices of administrative management.
  • Principle and practices of preventive maintenance for transit vehicle and equipment operations.
  • State and federal regulations regarding transit and rail operations.
  • Texas local government codes relating to transit and rail operations.
  • Business and personal computers; word processing and spreadsheet software; and other general office equipment and computer applications.
Skill in:
  • Managing situations requiring diplomacy, fairness, firmness, and sound judgment.
  • Advanced organization.
  • Understanding and applying City policies and procedures along with applicable state and federal regulations.
  • Explaining and applying applicable City Policies and Procedures.
  • Establishing and maintaining cooperative working relationships with all levels within the City as well as with business partners and other governmental agencies.
  • Communicating effectively both verbally and in writing.
MINIMUM QUALIFICATIONS:
High School diploma or equivalent; AND five years of progressive experience in Transportation, Safety and Compliance, or Accident and Incident Investigation, and/or Bus or Rail Transportation Systems Safety; OR an equivalent combination of education and experience.
Experience with the Federal Transit Administration (FTA), the Federal Department of Transportation (DOT),), the Texas Department of Transportation (TxDOT), and/or FTA compliance monitoring preferred.
LICENSE AND CERTIFICATION:
  • Possession of a valid Texas Class A or B Commercial Driver’s License with endorsement.
  • Training and certification by the FTA and DOT in Rail Systems Safety preferred, or the ability to obtain such training and certification as a condition of employment, pending availability of applicable course instruction.
  • Ability to become PTSCP (Public Transportation Safety Certification Program) as a condition of employment.
  • FEMA/National Incident Management System (NIMS) Certifications – ICS 100, 200, 300, 400, 700, and 800 preferred.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is performed both in a standard office environment and in an outdoor environment. Work outdoors may include exposure to dangerous machinery, extreme weather conditions (heat/cold/storms), odor, noise, and/or hazardous chemicals. Frequently required to sit, stand, walk, talk, handle, feel, stoop, kneel, and/or crouch. May be required to lift and carry items weighing up to 50 pounds. May be required to use step stools and climb ladders to reach or store materials.
