The Finance Director / Treasurer serves as the Chief Financial Officer of the City in accordance with City Charter, Federal, State, and Local Law. Under the direction of the City Manager, the Finance Director / Treasurer also functions as the Budget Officer for the City. This role plans, organizes, and directs all activities of the Finance Department, including accounting, budgeting, auditing, and treasury operations. It ensures the accurate accounting of all City funds, monitors expenditures, oversees the collection of taxes and other receivables, manages accounts payable, payroll, and employee benefits, and supervises debt issuance and repayment. Additionally, the Finance Director / Treasurer oversees all finance department employees. As an administrative officer under the City Charter, this position is responsible for managing administrative staff activities relating to finance and treasury services.

The City of Garden City's Fiscal Year 2024 / 25 General Fund budget is $29.8 million, with an unassigned general fund balance projected to be $7.5 million as of June 30, 2025.

Examples of Duties / Knowledge & Skills

Plans, organizes, and supervises accounting, clerical, and utility billing staff, overseeing general ledger, budgetary control, payroll, accounts payable, and treasury operations, including tax and utility collections.

Ensures accurate accounting of all City funds in compliance with State and Federal requirements while monitoring revenues and expenditures to maintain the City's long-term financial stability.

Oversees the financial operations of the City, including payroll, budgeting, and accounting, as well as the oversight of City investments and bank accounts.

Coordinates with an external contracted assessor to provide assessing services for the City.

Prepares and administers the City's budget, including :

Reviewing all departmental budget reports and closing statements.

Making necessary adjustments and recommendations.

Compiling statistical data and preparing financial forecasts.

Assisting departments in developing budget requests.

Overseeing budget amendments and transfers as needed.

Monitors City bank funds, recommends budget adjustments, prepares various financial reports, and ensures the maximum investment of idle City funds to achieve the best possible yields.

Monitors the status of revenue sources, including state and federal funding, evaluates financial trends and fiscal status, performs cost analysis, and prepares and presents recommendations to ensure fiscal responsibility and strategic financial planning.

Coordinates accounting activities with outside auditors and assists with audits by compiling schedules and data.

Manages the year-end closing of financial records and general audits, prepares year-end adjustments and schedules, and ensures the accuracy of financial reporting.

Develops and updates financial policies to ensure proper controls.

Supervises the maintenance of records and prepares a variety of reports concerning billings, payroll taxes, investments, government surveys, employee pensions, and financial statements.

Confers with subordinates to assign and discuss work programs and problems, providing administrative, professional, and technical guidance as needed.

Provides customer service and dispute resolution, responding to inquiries and complaints in person, by phone, or through correspondence.

Attends meetings, seminars, and conferences of professional associations and other organizations to stay current with trends and developments in the City Treasurer field and to represent the City of Garden City's interests. Stays informed on proposed, pending, and passed legislation that may impact City financial operations.

Works with MERS to administer the City's retirement system in accordance with City ordinances, union contracts, and board policies.

Prepares City Council financial reports, attends City Council meetings as needed, and effectively communicates financial reports and details to inform future policy and educate stakeholders.

Ensures the effective and efficient operation of the City's financial systems. Performs other related work as assigned to support the financial health and operational efficiency of the City.

Minimum qualifications & Requirements

Required Qualifications

Possess a Bachelor's Degree from an accredited college or university with a major in accounting, finance or a closely related field.

Seven (7) or more years experience in municipal finance, with extensive supervisory, administrative, and budgeting experience in local government, or a combination of any or all the above.

Understanding of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).

Thorough knowledge of the principles, practices and legal regulations of municipal finance, budgeting, accounting, investing, bookkeeping, internal controls, and financial reporting.

Demonstrated ability to analyze, comprehend, interpret and process detailed financial information and data. Ability to attend meetings scheduled at times other than normal business hours, and travel to other locations within the City and State.

Desired Qualifications

Understanding of Other Post-Employment Benefits (OPEB) and benefits offerings.

Experience with BS&A software applications.

Master's degree in finance. Credentialed as a Certified Public Account

Other advanced training is desirable.
