JOB SUMMARY: This position performs both skilled and general duties involved in the maintenance and repair of streets, sidewalks, storm water drains, landscape, debris removal, and similar projects; leads a small or medium sized crew and performs work as required. This position is under the administrative supervision of the Public Works Director and the direct supervision of the Public Works Supervisor.
ESSENTIAL JOB FUNCTIONS
- Assists the Public Works Foreman in leading members of a crew involved in the maintenance and repair of streets, walks, parking areas, storm water drains, landscape, debris removal, and similar projects.
- Assists in coordinating the equipment to be used to complete the assigned tasks.
- Gives subordinates instructions and advice on difficult problems and personally operates various equipment.
- Inspects, cleans, and maintains tools and equipment.
- Clears roadways of litter, dirt and debris.
- Makes determinations on the job site on how to use equipment and men in the absence of the Foreman.
- Lifts and/or moves heavy objects, and reports equipment repair needs to Foreman.
- Drives a City vehicle to complete job duties.
- May assist with hazardous waste clean-up and disposal.
- Must be available if called out due to a City-wide emergency situation.
- Disseminates general informational items to assigned crew members.
- May keep operating records and make reports to foreman or administrative staff.
- Observes and enforces safety precautions and proper procedures for work.
- Works in a safe manner and reports unsafe activity and conditions.
- Participates in and attends all City sponsored training as required.
- Performs other related job duties as assigned.
Education and Experience:
High school diploma or an acceptable equivalency diploma (GED); and one (1) year of experience in the area to which this position is assigned; or any equivalent combination of education and experience.
Special Qualifications:
Must possess a valid Georgia Driver's License and have the ability to obtain a Commercial Driver’s License (CDL), if required.
Knowledge, Skills, and Abilities:
- Knowledge of the operations of the Public Works Department and maintenance work involved in a comprehensive municipal construction, repair and maintenance program.
- Knowledge of materials, equipment, and supplies used in this position.
- Knowledge of both the department’s Standard Operating Procedures and the City’s Personnel Policies and Procedures.
- Knowledge of on the job safety requirements.
- Ability to plan, assign and lead the work of unskilled and semi-skilled personnel.
- Ability to understand, interprets, and effectively carries out complex oral and written instructions.
- Ability to demonstrate good workmanship, performing tasks neatly and in a timely manner.
- Ability to report on time for work and perform the duties of the position as required.
- Ability to demonstrate a good work ethic, including a willingness to perform job place tasks and to assist coworkers without unnecessary directive.
- Ability to operate job related equipment and lift and carry heavy objects safely and demonstrate safe work procedures and equipment operation.
- Ability to read simple blueprints and plans.
- Ability to keep operating records and prepare reports.
- Ability to perform work out-of-doors, occasionally under adverse weather conditions.
- Skills in the application of sub-professional maintenance repair and construction techniques.
- Skills in the care and use of pertinent tools and equipment.
- Ability to do simple math calculations.
Work Environment:
This position works outdoors primarily, in an industrial/construction type setting. This job requires full exposure to the elements and all types of weather conditions, and may be frequently subjected to extreme noise, fumes, traffic, oils, solvents, electrical and mechanic hazards, and various chemicals. Work is also performed while driving City vehicle from location and site to site. Persons in this job may also encounter snakes, rats, and other wildlife.
