Classifications in this series independently perform a wide variety of administrative functions, including conducting special studies and analyses of various operations and procedures. Incumbents in these positions conduct extensive research on program and legislative issues, handle department or program budgets, and make recommendations on City procedures and policies.
The ideal candidate possesses strong analytical, research, and critical thinking skills; presentation skills; excellent oral and written communication skills; works collaboratively in a team; interacts professionally and diplomatically with executives; and possesses an exceptional ability to develop relationships and provide quality customer service.
There is currently (1) one full-time Administrative Analyst vacancy within the Economic Development and Housing Department and (1) one full-time Program Specialist vacancy in the Public Works Department. ADMINISTRATIVE ANALYST: $6,100 - $9,012 (monthly)

Oversees the administration of an assigned program and ensures compliance with program standards.
ADMINISTRATIVE ANALYST - ECONOMIC DEVELOPMENT AND HOUSING (ADMINISTRATION)
Performs a wide range of analytical and administrative functions to support the department’s mission and strategic goals. Key responsibilities include conducting legislative and fiscal analyses, budgets, real property, and procurement processes, and contract and grant administration. This role provides essential technical support across all program and project divisions ensuring operational efficiency and the effective implementation of economic development and housing initiatives. This may include management of federally funded grant programs related to affordable housing needs, homelessness, rapid rehousing, workforce development, and job retention and expansion.
PROGRAM SPECIALIST - PUBLIC WORKS (WATER DIVISION)
Performs a wide variety of administrative duties related to the development, planning, implementation, and management of various water, wastewater, trash/recycling and environmental programs, including regulatory compliance, water conservation efforts, sewer system management, and public outreach.
EDUCATION & EXPERIENCE:
A Bachelor's degree with major coursework in public administration, business administration, political science or a related field, and one (1) year of professional experience in public administration or a related field is required.
KNOWLEDGE OF:
Basic principles and methods of public administration; statistical and research methods; administrative survey techniques; computer applications including word processing and spreadsheets; customer service techniques and principles; program administration (CDBG, UASI, POST, IDIS, etc.); creating and maintaining well-organized, confidential files and records.
ABILITY TO:
Manage, coordinate, or oversee program administration; follow directions and make sound analyses, evaluations, decisions, and effectively present findings; perform technical research, evaluate data and prepare clear and comprehensive reports; maintain records and files; learn and apply specific knowledge of an assigned program; administer program requirements and ensure compliance with program standards; establish and maintain cooperative and effective working relationships with others; communicate clearly and concisely, both orally and in writing; provide good customer service to all encountered in the course of work; respond appropriately and empathetically to clients; work well with diverse clients; lead or supervise employees where applicable.
OTHER REQUIREMENTS:
Some positions must possess and maintain a valid California Class "C" driver's license.
