We currently have one vacancy for Plan Check Engineer in our Building Safety Division. The Building Safety Division is responsible for the application and administration of state and local building regulations within the City of Garden Grove. These regulations are designed to safeguard the health, safety, and general welfare of the public.

Under general direction, the Plan Check Engineer performs plan review for various types of structures for structural soundness and compliance with pertinent building, mechanical, electrical, plumbing, and accessibility code regulations, and assists and advises applicants regarding the interpretation of technical code requirements.

The ideal candidate will possess: strong oral and written communication skills; working knowledge of building codes; familiarity with standard construction procedures; ability to conduct structural analysis and calculations; and the ability to handle difficult interpersonal situations.
  • Performs plan checking of residential, commercial and industrial building plans for overall code compliance including structural safety, electrical, mechanical and plumbing systems;
  • Advises and responds to questions from architects, engineers, contractors and the general public regarding building permit requirements, code interpretations and standard construction practices;
  • Monitors the plan review of all major projects; serves as a liaison between plan check applicant and City's plan check consultants;
  • Coordinates the plan review process and activities with other City departments and outside agencies;
  • Attends preliminary meetings with architects, engineers, developers, and contractors to discuss permit process and code concerns;
  • Assists other City plan checkers and building inspectors on code applications;
  • Provides in-house training of building division staff on code changes, applications, and interpretations;
  • Performs other related duties as assigned.
EDUCATION & EXPERIENCE
Bachelor's degree from an accredited college or university with major coursework in civil engineering, structural engineering, architecture, or related field and three (3) years of progressively responsible experience in plan checking civil, structural, or building engineering designs is required.

Building Plans Examiner Certification by the International Code Council and California License as a Professional Civil Engineer or Architect are highly desirable.

Certification as a Certified Access Specialist (CASp) is considered highly desirable.

KNOWLEDGE
Architectural, structural, and civil engineering principles and practices; California Building Standards Code; construction practices, methods, and materials; advanced mathematics as applied to engineering plan check work; principles and practices of organization, administration, and supervision; office equipment, computers and applicable software; customer service techniques.

ABILITY TO
Review, interpret, and evaluate complex building plans, specifications, and calculations; make mathematical calculations rapidly and with accuracy; interpret and apply building codes and related ordinances and regulations; communicate clearly and concisely, both orally and in writing in a courteous and helpful manner; establish and maintain cooperative working relationships with those contacted in the course of work; utilize computer software programs such as Microsoft Word, Excel and databases; provide quality customer service.

OTHER REQUIREMENTS
Must possess a valid California Class C driver license and maintain an acceptable driving record. An acceptable driving record is one that has three (3) or fewer DMV points issued within the past five (5) years, and no more than one (1) DUI within the past ten (10) years.
