What are the responsibilities and job description for the ASSISTANT DIVISION MANAGER-SYSTEMS MAINTENANCE position at City of Gastonia?
Performs difficult skilled technical and administrative work overseeing the installation, inspection, maintenance, and repair of the City’s water distribution system, sanitary sewer collection system, and associated water/sewer rights-of-way and easements; does related work as required. Work is performed under the general direction of the Division Manager of Utilities Maintenance. Continuous supervision is exercised over assigned staff.

Supervises Systems Maintenance Field Supervisors; Plans, schedules and assigns the work of crews engaged in the construction and maintenance of water and sewer lines; Provides coverage when Field Supervisors are absent; Participates in the development and implementation of all Division projects; Assists in scheduling and planning daily projects; Assists with the management, training, and maintenance of the Work Order and Asset Management System | 15% |
Assists the Division Manager of Utilities Maintenance in planning, directing and coordinating Division activities; Provides input and recommendations for Division projects; Assists Human Resources and the NC League of Municipalities with information related to customer claims | 10% |
Assures budgetary compliance with regards to activities, material, and equipment within Division, makes recommendations on how to allocate budgeted funds by prioritizing and considering alternatives, tracks expenditures for performance measurements and for preparation of future budget requests for area under supervision; Makes recommendations to purchase vehicles and equipment for the Division; Prepares specifications for equipment and materials needed in construction and maintenance activities | 10% |
Serves as the ORC for the Collection and Distribution Systems; Conducts all regulatory reporting as required by the Collection System permit; Organizes and prepares for Collection and Distribution Systems audits. | 10% |
Inspects construction and maintenance work and sites to ensure adherence to City’s safety policies and applicable safe work requirements both during and after construction activities | 5% |

- Thorough knowledge of principles, practices and equipment used in the construction and maintenance of utility lines
- General knowledge of the basic principles and practices of civil engineering as applied to utility construction
- Thorough knowledge of occupational hazards and safety precautions involved in water and sewer construction
- Ability to supervise and direct field crews
- Ability to effectively plan and organize
- Thorough knowledge of computer applications and techniques
- Ability to establish and maintain effective working relationships with subordinates and peers with other divisions and departments and the general public

- Bachelor's degree in civil engineering, construction technology, or related field
- Considerable progressively experience in the maintenance and operation of water distribution and sanitary sewer collection systems including moderate supervisory experience
- or equivalent combination of education and experience.
- Registration as an Engineer-in-Training or Professional Engineer in the state of North Carolina is preferred
- Possession of NC Grade IV Collection System or ability to obtain within two years of hire.
- NC Grade A Distribution System certification or ability to obtain within two years of hire.
- NIMS 100, 200, and 700 within twelve months.
- Valid North Carolina driver’s license.
Hiring Range is $83,618 - $106,416 depending on qualifications
Physical Demands:
1. The physical activity of this position includes:
