Performs difficult skilled trades work supervising the installation, maintenance, repair and/or construction of municipal streets, storm drainage systems, rights-of-way, sidewalks, and other Public Works related fields; does related work as required. Work is performed
under the moderate supervision of the Field Supervisor. Continuous supervision is exercised over assigned staff.
- Supervises, schedules and participates in the work of skilled and semi-skilled workers and equipment operators in the repair, maintenance and construction of storm drainage systems, grading, street infrastructure, filling potholes, repairing streets surfaces using hot and cold asphalt materials, concrete curb and gutter, sidewalks, driveways, pads and slabs, landscaping, beautification areas, and cemeteries, grinding, crack pouring, establishing grades for construction projects, operation and utilization of heavy motorized equipment used to excavate, install and backfill concrete, storm drainage systems, and various utilities, work of private contractors in City cemeteries, interments and dis-interments, placing of markers and monuments, cutting, pruning and trimming trees, shrubs, hedges, and maintaining landscaped areas, and other public works-related work procedures and techniques.
- Responsible for crew jobsite safety.
- Operates a variety of mowers in grass cutting operations.
- Discusses job requirements with and receives work instructions from supervisor.
- Trains and instructs subordinates.
- Operates equipment incidental to assigned work or the transportation of crew.
- Assists in preparation of specifications for purchase of equipment and supplies.
- Assists in the cultivating, planting, watering, mulching and spraying of flowers, plants, shrubs, trees and turf areas.

General knowledge of a variety of maintenance and manual tasks involved in storm drain, street, asphalt, concrete, grading, landscaping, cemetery construction and maintenance; general knowledge of the safe use and operation of common hand and power tools; general knowledge of the safe use, operations and preventative maintenance of common automotive and mechanical equipment; general knowledge and experience of the tools, materials and equipment used in horticulture, landscaping and grounds work; ability to perform manual labor for extended periods, often under unfavorable weather conditions; general knowledge of OSHA laws that apply to areas of work responsibility; ability to assign and supervise the work of others; ability to prepare simple reports; ability to follow oral and written directions; general knowledge of computer operations sufficient to enter, retrieve and manipulate data.
Education and Experience: Graduation from high school or equivalent and moderate experience in a public works-related construction, in maintenance operations and activities, and in operating heavy equipment, or equivalent combination of education and experience.
- Obtain National Center for Construction Education and Research (NCCER) Performance Verified (field tested) for each of the following: (1) Heavy Equipment Operator (HEO) Dump Truck, (2) HEO Backhoe, and (3) HEO Loader certifications within 18 months of hire.
- Obtain Basic Work Zone Safety and Flagger certifications within 12 months of hire.
- Obtain Intermediate Work Zone Safety certificate within 12 months of hire.
- Complete NIMS IS-700, IS-100 and IS-200 training within 12 months of hire.
- Obtain OSHA Competent Person Trenching/Shoring and Confined Space Entry certifications within 12 months of hire.
- Obtain a NC Class A Commercial driver's license with Restriction 8 and Tanker endorsement within three months of hire.
