Working within the Community Services Department, the Neighborhood Program Administrator collaborates with other City departments, neighborhood organizations, external partners, and community members to further the department’s mission to provide resources and education to engage citizens in building a more beautiful and diverse community.
Under the direction and supervision of the Director of Community Services, the Neighborhood Program Administrator will lead and perform complex professional and administrative work in the planning, development, and administration of the City’s Neighborhood Program.
The Neighborhood Program Administrator will plan and implement their work and manage the work of others in an environment that requires the development of new and innovative ideas within the scope of applicable policy, laws, and goals and objectives. The work may include the direct or indirect supervision and management of individuals and teams, as well as projects and programs. The position will manage special projects and coordinate across all city departments in the planning development and implementation of innovative community engagement programs.It is expected that the Neighborhood Program Administrator will maintain a full understanding of the various services and functions of city government and work collaboratively with all departments in the City. Develops, implements, and manages the operation, budget, and activities of the Neighborhood Program by developing a vision and approach with the goal of improving city/neighborhood relations and enhancing the long term sustainability of neighborhoods. Work in this area will include processing recognition applications, designing and coordinating the City’s neighborhood liaison program, and developing innovative neighborhood engagement programs, services, and initiatives. Develops innovative approaches to maintain two-way communication and problem solving between the City and recognized neighborhood organizations and maintains official database of neighborhood organizations to include general contact list, neighborhood boundaries, and meeting schedules. Participates in the development of policies and procedures to address neighborhood needs and coordinates programs and services to improve communication, outreach, and support to neighborhoods; | 10 |
Plans and administers outreach initiatives and programs designed to educate neighborhood organizations and community partners about the role and function of City government to include coordinating with City departments, scheduling and organizing facility tours, preparing and delivering presentations, and coordinating annual evaluation of related programs. Responds to inquiries and meets with residents, community associations, interest groups, non-profit organizations, business or industry representatives, and other city departments on policy and program issues related to neighborhoods; Speaks before community and civic organizations and participates in local and regional public meetings on neighborhood and community service programs and issues; | 10 |
Coordinates work with city departments, local government agencies, community agencies, and community stakeholders to address neighborhood concerns. This occurs via an exchange of information among citizens, neighborhood organizations and city staff; Responds to inquiries from Mayor, City Council, City Managers, City Department Directors, and general public concerning neighborhood related issues to evaluate and mitigate problems. Serves as an advocate for citizens/neighborhoods in resolving general city government related inquiries and concerns and consults with and advises City departments, elected officials, and community organizations regarding issues, concerns, and potential solutions to neighborhood problems; | 10 |
Supports the organization of new neighborhood groups, and encourages the reorganization of neighborhood organizations by providing information on forming neighborhood organizations, assisting neighborhoods in setting goals and objectives, and providing information on how neighborhood organizations can utilize City services and resources to resolve problems or achieve desired goals; | 10 |
Assists individuals and neighborhood groups with resolution of issues; serves as point of contact, providing information and recommendations; assists groups to utilize established processes to resolve problems effectively; acts as mediator and group facilitator in a variety of situations; | 5 |
Compiles and analyzes research data and prepares status reports and other documents necessary to justify, clarify or support program initiatives. | 5 |

Bachelor’s degree in city or regional planning, community or economic development, psychology, social or human services, public or business administration or closely related field preferred. Four or more years of progressive responsibility in business administration, community development public policy, organizational/strategic development and/or project management, including at least two years of supervisory experience and/or budgetary responsibility; and two or more years in a role requiring an understanding of municipal governance and familiarity. Thorough knowledge of local government operations, budgeting, policies, and procedures is preferred. Equivalent combination of education and experience will be considered.
