- Serves as Operator in Responsible Charge (ORC) of facilities or programs as-assigned. Serves as Back-Up Operator in Responsible Charge (BORC) of additional facilities or programs as assigned. (5%)
- Enforces safety regulations. (5%)
- Supervises and schedules the work of personnel of the plant, gives instructions on general operative procedures. (10%)
- Makes educated process control decisions for efficient and compliant operation of plant and/or bio-solids; serves as technical resource for staff with regards to troubleshooting process control issues. (10%)
- Schedules and coordinates calibration and maintenance activities on equipment. (10%)
- Inspects the operation of the plant and/or bio-solids program to ensure conformance to standards and proper operation. (10%)
- Plans and conducts or oversees in-service training of new employees. (5%)
- Supervises and/or participates in the preparation and submission of State and Federal reports as required. (5%)
- Arranges purchases of supplies and equipment necessary for proper operation; (15%)
- Supervises process control program. (5%)
- Maintains daily records and reports on plant or bio-solids operations and activities. (5%)
- Monitors work performed by contractors to ensure quality and compliance with State permit requirements and Federal rules. (10%)

- Comprehensive knowledge of the principles, practices, characteristics, and equipment of wastewater plant operations and bio-solids including detailed knowledge of the mechanical, electrical, and process aspects
- Comprehensive knowledge of hydraulic, chemical, biological, and mechanical principles involved in the plant and bio-solids program.
- Comprehensive knowledge of the occupational hazards and safety precautions involved in plant operation and biosolids functions
- Ability to make complex mathematical calculations

Education/Experience:
Graduation from an accredited college or university with a Bachelor's degree in physical or natural science, or related field and considerable progressive experience working in a large wastewater treatment facility or bio-solids program including considerable supervisory experience, or equivalent combination of education and experience.

Special Requirements/Additional Information:
Possession of either a NC Wastewater Plant Operator Grade IV certification or a NC Land Application certification upon hire and must have both within three years of hire.
Complete NIMS 100, 200, 300, 400 and 700 training within twelve months of hire.

Must possess a valid appropriate driver's license with acceptable driving history.
