Under direct supervision, responsible for assisting in planning tasks, such as review of minor site development and land use applications, researching regarding development standards and trends, developing staff reports, presentations, and data to explain land use and other development applications, assisting customers with zoning, subdivision, and other property information, and completing planning and zoning reviews for building permit applications.

ESSENTIAL FUNCTIONS
  • Meets with members of the public, developers, and other stakeholders to respond to questions related to the property, planning area, applicable development standards, and development review process. Serve as the primary go to person on customer service (Planner of the day) and code enforcement.
  • Provides information and guidance regarding the development standards and processes at pre-submittal meetings. Conducts completeness reviews prior to application submittal as requested.
  • Provides technical planning assistance and support to the public, developers and other city officials and departments.
  • Researches and reviews urban land development proposals and studies. Provides research information to Planning Dept. staff as requested.
  • Draws diagrams, graphs, tables, charts, and maps using drafting and drawing tools and other GIS software.
  • Reviews, manages, and processes minor development and land use applications with a limited scope in conformance with the Comprehensive Plan, Unified Development Code, and other adopted plans, studies, and development standards.
  • Provides assistance to Planning Department staff on the review, management, and processing of larger development and land use applications.
  • Reviews building permit applications in conformance with the Unified Development Code and approved development applications.
  • Coordinates communications with applicants and City and County departments for review comments; provides recommendations on how to address review comments.
  • Assists and provides technical support in the preparation of written reports and presentations to boards, commissions, committees, and the City Council.
  • Assists with special projects related to code revisions, technical manual updates, process improvements, and research to discover patterns and/or discrepancies.
  • Assists with long-range planning, housing and historic preservation efforts, as needed.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Architecture, or closely related field.
Experience may substitute for education up to the maximum of four (4) years.
Knowledge of:
  • Computer mapping and graphics technology.
  • Geographic Information Systems (GIS).
  • Government policies, organization, and administration.
  • Principles, objectives and procedures of governmental planning, programming, and research.
  • Engineering, surveying, architectural and drafting concepts and principles.
Abilities and Skill in:
  • Providing excellent customer service
  • Using computers and applicable software.
  • Performing mathematical measurements and calculations.
  • Conducting research.
  • Collecting and analyzing data, demographics, and statistics.
  • Reading, interpreting, and explaining ordinances, legal documents, memos, and technical documents such as plats, site plans, and construction drawings to a wide range of stakeholders.
  • Communicating clearly and effectively, both orally and in writing.
  • Establishing and maintaining effective working relationships with co-workers, management and the public.
  • Analyzing complex problems and developing positive courses of action.
  • Handling multiple tasks and prioritizing
  • Working with frequent interruptions and changes in priorities.
  • Working under the pressures of rigid and/or short work cycle.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver’s license.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, vision, hearing, talking, and use of foot controls.
Occasional exposure to weather extremes, and insects when performing fieldwork.
Hiring Range: $51,189.32 - $64,126.40, annually.
