Provides administrative and technical support duties as it relates to the various service areas of the Development Engineering Department. Some duties may include right-of-way permitting, construction inspections for right-of-way permits, completing field investigations for residents, using GIS system software, information gathering, utility permitting, preparing backup material for various presentations, and other duties as assigned.

- Work involves the independent performance of a variety of technical duties requiring the application of technical methods and procedures, and the use of the equipment, instruments, and tools of the technical specialization.
- Prepare a variety of illustrations, graphics and visual aids for various meetings and presentations using a variety of specialized software.
- Prepares project status updates for permitting.
- Provides assistance with the administration of the assigned program or project.
- Perform field inspections for right-of-way permits and stormwater regulations compliance.
- Usage of GIS software and other software programs for GIS/engineering technical work.
- Assist in the development and maintenance of the record keeping and filing systems.
- Schedule and attend pre-construction meetings, site walkthroughs, or other applicable meetings.
- Conducts safety inspections of vehicles and equipment, wears protective and safety gear as indicated for the work assignment.
- Respond to requests and inquiries from the general public and other City Departments.
MINIMUM QUALIFICATIONS
Education, training and Experience Guidelines
Associate's Degree from an accredited institution with course work in engineering technology, Geography/GIS or environmental resources. Two (2) years of increasingly responsible experience performing technical engineering or GIS mapping / analysis work. Experience with civil engineering design software programs and applications. Experience with Federal and State regulations for air quality, water quality and stormwater runoff.
Knowledge of:
- Basic engineering design principles and requirements.
- Surveying methods, abbreviations and symbols.
- Engineering software including surveying and computer aided design and drafting programs.
- Basic knowledge of the MUTCD.
- Equipment, materials and methods used in construction.
- Principles and practices of record keeping.
- English usage, spelling, grammar and punctuation.
- Modern office technology and equipment, including computers and related software applications.
- Applicable tools and equipment operations.
- Applicable Federal, State and local codes, laws and regulations as it applies to water quality and stormwater.
Skills in:
- Understanding and interpreting legal descriptions, records, maps, dedications and metes and bounds descriptions.
- Preparing illustrations, graphics, sketches, plans and maps as needed.
- Establishing and maintaining accurate records, logs and files.
- Understanding Federal, State and local policies, laws and regulations regarding water quality, stormwater, etc.
- Operate and use modern office equipment including computer and various software applications.
- Communicate clearly and concisely, both orally and in writing.
- Establishing and maintaining effective working relationships with those contacted in the course of work
- Understanding and following oral and writing instructions.
- Following occupational safety and health procedures.
LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class C Texas driver's license
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls. Some exposure to weather extremes, noise and vibration from equipment, moving traffic near work sites.
Hiring Range: $27.13 - $33.98, hourly.
