Under general supervision, the Utility Operational Technology (UOT) Manager provides strategic and operational leadership to ensure security, availability, reliability and resiliency of UOT infrastructure and applications. This position will have three direct reports: Electric SCADA Supervisor, Water SCADA Supervisor and OT Network Supervisor. Utility Operational Technology (UOT) includes the hardware, software, data integration and cybersecurity processes required for secure and optimal performance of Supervisory Control and Data Acquisition (SCADA) system, Electric and Water Utility Automation Technology and Supporting Wired and Wireless Networks. This group supports both electric and water/wastewater utilities. The Utility Operational Technology (UOT) team is supported by the City of Georgetown IT and Cybersecurity groups, and is not responsible for fiber network, desktop support, corporate and personal computers, or office networks.

ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:
- Leads the utility’s efforts in planning and deploying technology solutions to enable the electric and water business units to achieve their business objectives through strategic technology investments.
- Leads development, implementation, and administration of Georgetown Utility’s strategic operational technology roadmap, including governance structure and procedures, policy, and standards.
- Works closely with business unit and divisional leaders to determine operational technology to meet business requirements, plan budgets and resource requirements. Develops and implements the UOT work plan and updates accordingly.
- Oversees planning and execution of major operational technology implementation in alignment with IT policies and procedures.
- Achieve efficient, effective, and timely project execution by adopting best practice project management tools and processes.
- Provides overall leadership and direction to facilitate the development of UOT technology standards to insure functionality, compatibility, and integration in a complex infrastructure.
- Provides leadership in adopting cybersecurity measures to ensure Critical Infrastructure protection and resilience.
- Directs and approves strategic product architecture, as well as development and administration of necessary data infrastructure, architecture, management systems, and governance/policies supportive of same.
- Develops and manages Utility Operational Technology capital and O&M budget and prioritizes purchases in alignment with City of Georgetown’s budgetary and fiscal policies and procedures. Facilitates work with other utility department budgets for projects and infrastructure requiring UOT resources in a cost-effective manner.
- Works closely with City of Georgetown IT and Cybersecurity staff to implement infrastructure and processes for keeping the Utility’s technology systems secure. Collaborates on the development and implementation of an enterprise risk-based cybersecurity program that ensures prioritized and appropriate levels of protection for UOT systems. Ensures compliance with industry Cyber Security Standards (NIST/NERC/APA/etc.).
- Provides strategic technology input to business and technical teams to ensure project objectives and appropriate resources are anticipated, allocated and optimized to meet scheduled requirements.
- Matches and prioritizes available UOT resources to specific business requirements and facilitates discussions and decisions on discrepancies.
- Maintains familiarity with electric and water utility innovation projects, including system & plant automation, distribution automation, grid edge and behind-the-meter technology.
- Consults on development of grid modernization strategy, including Transmission Distribution(T&D) Automation/Smart grid and Operational Technology projects, and their integration with the foundational technology architecture.
- Establishes external relationships with industry peers to exchange information and strategies and maintains up to date knowledge of state-of-the-art technology concepts and solutions with an emphasis within the utility industry, but also including non-utility concepts as they map to utility issues.
- Works closely with the City’s IT to ensure plans and strategies that enable the utility to achieve its strategic and tactical business objectives remain in alignment with the City’s technology strategy.
- Builds, promotes, and oversees strategic relationships between UOT staff and other internal divisions and units, as well as City IT, promoting trust and partnership.
- Develops and manages relationships and collaboration opportunities with key vendors and technology partners.
- Recruits, develops and leads a dynamic team of technical professionals, project managers, and other support functions to develop and execute the division’s strategic and tactical assignments.
- Manages a multicultural and diverse staff in a workplace that values diversity, fairness, and equity.

MINIMUM QUALIFICATIONS:
Education, training, and Experience Guidelines
- Bachelor’s Degree in Computer Science, Computer Technology, Management Information Systems (MIS), Engineering, or related field. Advanced degree in relevant field preferred.
- One (1) additional year of the required experience may be substituted for one (1) year (30 semester hours) of the required education with a maximum substitution of four (4) years.
Experience:
- Ten (10) or more years of experience in the Technology/IT field. Experience with Utility Operational Technology and/or industrial controls/automation is highly preferred.
- Five (5) to seven (7) years of management experience, with progressively responsible leadership and project management assignments, and demonstrated ability to lead high-performing teams in large organizations
Knowledge of:
- In-depth understanding of the broad landscape of Utility Operational Technology services and trends and their application to the utility’s mission, including their integration within the technology architecture of the City of Georgetown.
- In-depth technical knowledge in Utility Operational Technologies (UOT) with a focus on Supervisory Control and Data Acquisition (SCADA) system, Electric Distribution SCADA and Distribution automation technology.
- In-depth understanding of the unique challenges and mitigation strategies related to UOT cybersecurity.
- Demonstrated knowledge of emerging utility technology strategy concepts, data systems and architecture, and innovative technology solutions
- Knowledge of emerging utility and public infrastructure issues, and social, economic, and political impacts
- Working knowledge of Project Management process and concepts. Demonstrated experience managing project budgets.
Skills in:
- Strong functional understanding of OT/IT systems and processes including utility automation, networking technologies and Cybersecurity methods.
- Strong ability to lead and manage change through written and verbal communication skills, with experience creating and delivering public presentations to a variety of constituents.
- Demonstrated knowledge of developing strategic recommendations for grid modernization and utility technology innovation.
LICENSES AND CERTIFICATION REQUIREMENTS
- Valid Class “C” Texas driving license.
- GIAC Critical Infrastructure Protection Certification (GCIP) is expected to be completed within twelve (12) months of the hire date.

Hiring Range: $129,348.44 - $162,032.00, annually.
