Under general direction of the Water Treatment Manager. Supervises the day-to-day operations and maintenance of the City’s water plant/ treatment operations and maintenance. Uses comprehensive technical knowledge of utility operations exercises judgement in the application of broadly defined practices and policies in selecting methods and evaluation criteria for obtaining results.

ESSENTIAL FUNCTIONS:

Operations & Maintenance:
  • Ensures that safe, efficient, and proper operational, maintenance, and construction practices are followed in the operation and maintenance of water pumps, motors, and facilities.
  • Supervises the operations and maintenance of the water treatment facilities.
  • Interprets and reviews compliance with applicable policies and procedures including Federal, State, and local ordinances and regulations also responds accordingly.
  • Reviews, analyzes, calculates/interprets data and determines appropriate course of action.
  • Conducts root cause evaluation for system operations and maintenance problems.
  • Coordinates work assignments with other departments.
  • Performs other duties as required.
Employee Development:
  • Performs supervisory duties including hiring, promoting, disciplinary actions, performance evaluations of staff and recommending appropriate action.
  • Participates in the department qualification and training plan including annual update of qualification manuals and scheduling of internal and external training.
Budgeting & Controls
  • Assist with forecasting materials and operational needs for midpoint and annual budget preparation.
  • Determines proper stock levels for parts, and tools and approves purchases.
Asset Management:
  • Monitors the operations and maintenance activities for the water treatment facilities.
  • Utilize a work management system to measure work performance and efficiencies.
  • Assist with updating assets in EAM INFOR.
Tools, Equipment and Supplies:
  • Assist the department Superintendent in evaluating material needs and recommending materials, and stock levels.
  • Ensures department tools and test equipment are properly maintained.
  • Assist with calibration program for applicable equipment, tools and test equipment.
General Management:
  • Communicate operational metrics to plant staff.
  • Conducts interviews and recommends candidates for hire for the water treatment facilities.
  • Attends meetings with industry peers and regulatory agencies to stay on emerging trends and regulations.
  • Provides quality customer service to city staff, the general public and all other contacts.
  • Performs other duties as required.
  • Water Treatment Plant operations and maintenance.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Six (6) years of progressively responsible experience in operations, maintenance and repair of industrial equipment, five (5) years of which must have been progressively responsible experience in a water treatment plant with at least one (1) year of which includes lead or supervisory duties.
Knowledge of:
  • Principles, practices, and procedures related to the operations, and maintenance of water treatment systems.
  • Federal and state laws and regulations applicable to water systems.
  • Advanced laboratory techniques and practices.
  • Advanced process control procedures for water.
  • Ability to use a computerized maintenance system (INFOR).
  • Ability to write technical reports.
  • Ability to comprehensively understand, complete, and submit the Surface Water Monthly Operating Report (SWMOR) on a monthly basis.
  • Water treatment chemical knowledge, including handling, usage, storage, lab testing, and coordinating deliveries with vendors to ensure proper inventory.
Skill in:
  • Establishing and maintaining effective working relationships.
  • Understanding detailed oral and written instructions.
  • Communicating effectively both orally and in writing.
  • Reading and comprehending operation and technical manuals, letters, logs, memos, warning labels, governmental and industry regulations; department policies and procedures, continuing education materials and review of blueprint designs.
  • Making judgments from visual, oral, and written information.
  • Analyzing situations and implementing immediate, effective and reasonable courses of action in accordance with proper policies and procedures.
LICENSES AND CERTIFICATION REQUIREMENTS
  • Water Treatment Plant Operations: Class “B” Surface Water license issued by the Texas Commission on Environmental Quality.
  • Valid Class “C” Texas Driver’s License.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, climbing, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.
The Water Services Supervisor may be directly involved with the following extremes: temperature, physical and respiratory hazards from chemicals, slips and falls; noise from equipment machinery; and body fluids.
Hiring Range: $36.35 - $45.53, hourly.
