This position is responsible for performing customer service, administrative, and technical duties in support of septage and grease disposal and yard waste and composting operations.
- Welcomes and directs customers to appropriate areas for material disposal and for compost pickup; provides effective customer service; answers all telephone calls and appropriately routes calls; provides assistance and provides operational information to internal and external customers.
- Effectively communicates with composting and yard waste personnel to ensure efficient customer service. Effectively communicates with other city departments and divisions as necessary.
- Maintains records of incoming and outgoing vehicles. Maintains controlled access to the wastewater facility. Monitors extensive camera security system and reports anomalies or security issues while on duty.
- Weighs vehicles using a computerized scale system; inspects loads for hazardous and prohibited materials; rejects non-compliant materials.
- Receives payment from customers; makes changes; operates credit card machine; generates tickets. Provides customers with the necessary labeling information for compost for compliance under Wyoming Department of Agriculture regulations.
- Opens cashiering batches when beginning operations for the day and submits batches at the end of day.
- Uses computer, printer, computer scale system, radio, telephone, and other office equipment.
- May be required to pick litter or assist in maintaining the yard waste and compost area. May be required to assist in the wastewater facility as needed.
- In certain situations, may be required to collect wastewater samples from septage haulers, visually inspect and analyze pH using basic laboratory equipment.
- Prepares daily weight reports, daily ticket reports, daily revenue balance sheets; prepares monthly reports. Update and modify procedures and perform other administrative duties as assigned.
- Maintains office, scale house and equipment.
- Performs related duties as assigned and assists the supervisor with administrative work as requested.
- Knowledge of relevant environmental rules and regulations.
- Knowledge of department and city safety policies and procedures, and federal, state, and local laws and regulations as applicable.
- Knowledge of general office practices and procedures.
- Knowledge of yard waste, composting and septage receiving principles and practice
- Skill in computer operation and the ability to learn and operate various computer programs.
- Skills in providing tactful, courteous customer services at all times, and handling difficult or sensitive situations in a firm manner as necessary.
- Skill in planning, organization, problem solving and decision making. Ability to handle multiple tasks simultaneously.
- Skills in oral and written communication.
SUPERVISORY CONTROLS
The designated Supervisor assigns work in terms of somewhat general instructions. The supervisor spot checks completed work for compliance with instructions and established procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include Wyoming Department of Agriculture rules, EPA rules and regulations, Wyoming Department of Environmental Quality rules and regulations, city codes, the City of Gillette Employee Handbook and divisional procedures, rules and policies. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of related customer service, administrative, and technical duties. Customer volume, scope of responsibilities and weather conditions contribute to the complexity of the position.
- The purpose of this position is to provide customer service and related duties in support of the city septage receiving, yard waste and compost facility operations. Successful performance helps ensure increased efficiency and accuracy of facility operations and customer satisfaction.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently standing, sitting or stooping. The employee occasionally lifts light and moderately heavy objects, climbs ladders/stairs, uses tools or equipment requiring a high degree of dexterity, and must distinguish between shades of color.
- The work is typically performed indoors, but some work will be required outdoors, occasionally in cold, hot or inclement weather. While outdoors, the employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. Some work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

MINIMUM QUALIFICATIONS
- A high school diploma or GED AND one (1) year of relevant administrative, customer service, scale house, yard waste or composting operations, and/or wastewater operations or closely related experience OR sufficient experience to understand the basic principles relevant to the major duties of the position OR any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
- Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated.
- May be required to obtain other licenses and/or certifications required to perform the functions of the position within a specified period of time.
- May be required to lift and/or carry heavy, bulky supplies, materials, and/or other items weighing up to 45 pounds.
- May be exposed to dangerous machinery, potential physical harm, extreme weather conditions, and infectious diseases.
- May be required to work outside the traditional work schedule.
