ABOUT THE POSITION

The City of Gilroy is recruiting to fill the position of Operations Services Supervisor in the Wastewater area of the Utilities Department to play a pivotal role in shaping the future of our city's wastewater infrastructure maintenance and management.

In this exciting opportunity, the Operations Services Supervisor will oversee and lead a talented team dedicated to maintaining and optimizing the city's wastewater collection systems. You will manage daily operations, spearhead innovative projects, and collaborate with stakeholders to ensure the highest standards of service delivery. Additionally, the Operations Services Supervisor will be responsible for all aspects of operation and maintenance of the City's sewer collection system and facilities, and will supervise, plan, evaluate, and occasionally assist in the work of maintenance staff. You will be responsible for reviewing, evaluating, and solving problems of difficult and complex operation and maintenance challenges; review and evaluate operational performance, and implementing regulatory or process changes and assist the Utilities Operations Manager in the development and management of the department budget. The Operations Services Supervisor will demonstrate a thorough understanding of all applicable regulatory requirements, policies, procedures, and work methods associated with assigned duties; coordinate activities with other Departments and interact with outside agencies, organizations, and the public. You will perform other duties as required.

This is a non-exempt position in the AFSCME, Local 101 Supervisory Unit.

THE IDEAL CANDIDATE WILL

  • Possess proven experience in the maintenance and repair of wastewater collections systems , including comprehensive knowledge and implementation of Sewer System Management Plans (SSMP), maintenance techniques and construction repair methods.
  • Demonstrate highly effective supervisorial and leadership abilities, team building skills, mentorship and accountability.
  • Be a champion of workplace safety and implement safety protocols.
  • Ensure compliance and be knowledgeable with applicable laws and regulations required by CAL OSHA, and CAL EPA and industry best practices.

  • Have prior experience utilizing maintenance management software such as Cityworks and MS Office Suite.

FIRST YEAR PROJECTS / ASSIGNMENTS :

  • Provide support in the development, monitoring, and management of the Operations Division budget.
  • Contribute to strategic organizational planning efforts, including the transition and integration of wastewater collections staff from Public Works into newly established Utilities department.
  • Assist in the development of team assignments and the establishment of section objectives to align with departmental goals and priorities.
  • Drive the advancement and integration of the Computerized Maintenance Management System (CMMS) to enhance operational efficiency and workflow management.
  • QUALIFICATIONS

  • Graduation from high school or GED. A college degree from an accredited college or university in a related field of study is preferred.
  • Six (6) years of work experience working in sanitary sewer systems operation and maintenance, including two (2) years of senior / lead experience at a senior / lead worker level or higher.
  • Possess at time of application, and maintain until Grade 4 certification is obtained, a CWEA Collection System Maintenance Certification Grade 3.
  • Possess at time of hire, or obtain within 12 months of appointment, and maintain a CWEA Collection System Maintenance Certification Grade 4.
  • Completion of training programs in the areas of employee supervision and evaluation is strongly preferred; completion of a supervisory or lead worker training academy strongly preferred.
  • Subject to weekend work, work on holidays, varied shifts, and recall on an emergency or as needed basis.
  • Possess and maintain a valid California Driver license and safe driving record necessary to operate assigned vehicle(s). Possess and maintain a valid California Class A Driver License. May be required to obtain endorsements. Must participate in the Department of Transportation Drug and Alcohol testing program, which includes submission to random drug and alcohol testing.
  • Pass an employment background check to include a Department of Justice criminal record check.
  • Pass a post-offer medical examination, which includes a drug screen.
  • Prefer non-tobacco user.

    COMPENSATION, BENEFITS, AND ADDITIONAL INFORMATION

    Persons appointed to this position on a full-time basis will receive the following benefits :

    Health Allowance and Flexible Benefits Plan

    Depending upon the number of dependents the health allowance ranges from $939.36 to $2,480.68 per month for core health benefits. Subject to specific rules, a cash back program is also available with proof of other medical coverage. City employees participate in the PERS Health Program, and may choose their medical coverage from a variety of providers. The City's flexible benefits plan includes medical and dental coverage as core benefits. A range of optional benefits including vision care, medical and dependent care accounts are also available. A term life insurance policy equal to $100,000 as of July 1, 2017 per MOU, long-term disability plan, and an employee assistance plan are currently provided at City expense.

    Other Benefits

    The City currently offers the CalPERS 2.5% at 55 pension plan for "classic" members and 2% at 62 for "new" members. Currently, the city pays the full employer portion of the retirement contribution for "classic" members and 50% of the total normal cost for "new" members. The "classic" member contribution of 8% is a pre-tax payroll deduction; "new" members shall pay 50% of the total normal cost as set by CalPERS. Anyone hired on or after January 1, 2013 will be subject to the applicable provisions, retirement formulas, and plan benefits / restrictions associated with the Public Employees' Pension Reform Act of 2013.

    Vacation, Sick Leave, Holidays

    Annual vacation ranges from two to four weeks per year, based on years of City of Gilroy service. Employees accrue eight hours of sick leave each month. Employees receive 36 hours of personal leave time in July of each fiscal year which must be used during the fiscal year (pro-rated based on hire date). The City observes 10 paid holidays each year.

    Medicare / Social Security

    Employees participate in Medicare (1.45% for both the employer and employee) as this is a mandated federal program. City of Gilroy does not participate in Social Security.

    Payroll

    All City employees are paid monthly, on the first business day of each month for the prior calendar month via direct deposit.

    Representation

    Persons appointed to this position on a full-time basis are covered by the AFSCME Supervisory Unit Memorandum of Understanding.
