General Laborer

POSITION SUMMARY:
Under the supervision of the City of Girard Public Works Director, the General Laborer is a non-exempt position under FLSA which performs skilled and semi-skilled work maintaining and repairing city streets, water and wastewater systems, alleyways, equipment, and facilities. This employee should possess a strong mechanical aptitude and the ability to operate equipment and tools.
ESSENTIAL FUNCTIONS:
- Operates heavy equipment including skid steers, street sweepers, backhoes, trenchers, dump truck, etc;
- Repairs and seals City streets, curbs, sidewalks and gutters;
- Prepares purchase orders and keeps track of receipts;
- Operates and maintains City brush pile;
- Picks up and hauls brush to the brush pile;
- Works on-call to respond to emergencies;
- Mows grass, trims trees, and cleans ditches;
- Hauls hot and cold patch and rock as needed;
- Removes snow and ice from City streets;
- Maintains and makes repairs to departmental equipment;
- Assists in maintenance and repair of water distribution system and water treatment plant;
- Assists in maintenance and repair of lift stations and lagoon;
- Maintains and performs repairs at City parks.
MARGINAL FUNCTIONS:
· Assists other departments as the need arises;
· Performs other duties as deemed necessary or assigned.

POSITION REQUIREMENTS
Experience: One to three years of street maintenance and repair experience is preferred. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment. Must be willing and able to obtain water and/or wastewater certifications.
Education: A high school diploma or GED is required. This employee must possess or be willing and able to obtain a valid Kansas Commercial Driver’s License (CDL). Employer will provide training.
Technical Skills: A thorough knowledge of safety requirements, equipment maintenance and working knowledge of construction techniques and materials is required. This employee must be able to operate graders, street sweepers, backhoes, trenchers and other department equipment. The ability to read and interpret written instructions, manuals, maps and strong communication and mechanical skills are required.
Problem Solving: Problem solving is a factor in this position.
Decision Making: Decision making is not a factor in this position. Most decisions are reviewed by the Public Works Director or Public Works Foreman.
Supervision: This employee works with occasional to direct supervision from the Public Works Director and Public Works Foreman.
Financial Accountability: This employee is responsible for the safe operation of departmental equipment but does not participate in the annual budget process.
Personal Relations: Daily contact with supervisory personnel, other City departments and general public is expected. All interactions must be professional.
Working Conditions: Adverse working conditions exist. Exposure to hazardous chemicals, high voltage power, generator power sources, confined areas, heavy machinery, commercial and industrial equipment, excessive noise, heights and all types of weather conditions is expected. Subject to working irregular and extended periods and under fatigue and physical exhaustion. May be exposed to infectious and/or communicable diseases.
Physical Requirements: Manual labor including the ability to operate heavy machinery, and lift heavy loads is required daily within this position. Manual labor including lifting and carrying heavy objects, bending, kneeling, sitting, standing, walking, running, driving, pushing, pulling, carrying and climbing is required daily to fulfill the duties of this position. The employee may occasionally be required to lift and move more than 75 pounds and frequently lift 25 pounds.
