Job Summary: This position is responsible for leading a crew in the maintenance of City streets, sidewalks, and storm drainage systems.
Major Duties:
- Repairs, installs, and maintains streets including pavement, curbs, and sidewalks.
- Maintains public right of way including mowing, spraying of weeds, and trash collection.
- Installs and maintains street signage.
- Maintains street lights and traffic signals.
- Assists in the removal of snow and ice. Coordinates snow removal efforts with field staff and makes recommendations to the Superintendent as needed.
- Repairs, installs, and maintains storm drainage systems.
- Complies with established safety standards and regulations. Promotes safety and helps set standards.
- Establishes work zones to ensure the safety of staff members and general public.
- Assists in the selection, training, and evaluation of assigned staff.
- Communicates with citizens to explain operations, assess concerns, and provide information to the public.
- Completes work orders.
- Participates in city-wide clean up programs.
- Cross-trains with other divisions and assists as-needed with water main breaks, sewer backups, and water meter replacements.
- Determines necessary materials, equipment, and personnel required to perform assigned tasks.
- Maintains accurate records of work performed.
- Serves on-call every third week and more frequently as needed. On-call requires a 45-minute response time.

Knowledge Required by the Position:
- Knowledge of the Manual on Traffic Control Devices, including regulations concerning the installation of traffic control devices for work zones.
- Knowledge of regulatory agency requirements including the Missouri Department of Natural Resources, Environmental Protection Agency, FEMA, and the Army Corps of Engineers.
- Knowledge of city codes and regulations.
- Knowledge of basic mathematics.
- Knowledge of construction techniques, materials, and appropriate applications relating to street, sidewalk, and storm drainage systems.
- Knowledge of confined space entry, trench techniques, and the proper handling of materials and equipment.
- Skill in reading and interpreting engineering plans, maps, and shop drawings.
- Skill in analyzing situations and determining appropriate actions.
- Skill in overseeing snow and ice control operations.
- Skill in following complex instructions.
- Skill in the operation of heavy equipment including backhoes, loaders, vactors, bucket trucks, dump trucks, and boom mowers.
- Skill in the operation of other equipment including hand tools, saws, mowers, weed eaters, and other equipment.
- Skill in oral and written communication.
Minimum Qualifications:
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Missouri for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain a valid CDL Class B driver's license with air brake and tank vehicle endorsements within 6 months of hire.
