Regular status position’s offer:
The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.- Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
- Sick leave accrues at 4.4 hours per pay period (114 hours per year).
Retirement:
- This position participates in the Arizona State Retirement System (ASRS).
- Contribution is mandatory, and the current contribution rate is 12.27%.
Essential Functions
- Plans, organizes and manages the activities and staff of the Transportation Planning and Traffic Education Division.
- Serves as project manager on major, controversial or complex planning and special projects.
- Assigns projects, establishes individual project scopes, schedules, and performance expectations; monitors progress, provides feedback and evaluates project performance results.
- Prepares, monitors, and administers division or project budget in accordance with work program goals and objectives.
- Directs staff efforts in the development of new policies and services.
- Makes oral and written presentations to and for department management and other organizations as needed.
- Conducts origin-destination studies to support the various groups in the Transportation Department.
- Develops requests for proposals for consulting services, participates in contract negotiations and in the selection, hiring and management of outside consultants. Directs and manages the work of consultants for projects.
- Serves on City and intergovernmental committees and task forces such as (Maricopa Associate of Governments (MAG)/ and Arizona Department of Transportation (ADOT).
- Conducts research and analysis, develops findings and conclusions, and prepares reports and presentations for department management.
- Provides information and technical assistance, to the City and departmental management, staff, developers, design professionals, and/or the general public.
- Interprets, reviews, and ensures compliance with applicable standard operating procedures and federal and state regulations.
- Makes recommendations regarding customer service issues and disputes presented by the general public, City and department management, and City Council regarding development requirements, procedures, or operational plans.
- May serve as primary staff liaison to a variety of boards, commissions, and/or other associations.
- Makes recommendations and resolves procedural, operational, and work-related problems.
- Manages, researches, and oversees the grant identification and application process for the department.
- Manages, maintains and updates the transportation programming processes and documents on an ongoing basis.
- Performs other related duties as assigned.
Minimum Qualifications/Special Requirements/Success Factors
Bachelor's degree in Urban Planning, Transportation Planning, Traffic Engineering, or a related field, and five years of relevant work experience including one year of supervisory experience.
Knowledge of:
The principles, practices and methods of planning and implementation techniques
