The City of Glendale's Office of the Mayor and City Council is committed to conducting the public’s business with integrity, transparency, and efficiency. The legislative authority is vested in a seven-member City Council, comprising a Mayor elected at large and six Council Members representing geographic districts. Council Members serve staggered four-year terms, while the Mayor is elected for a four-year term to represent the city as a whole. The City Manager, appointed by the Mayor and Council, is responsible for overseeing the city’s operations and implementing the policies set forth by the Council. Together, the Mayor, Council, and City Manager strive to enhance the quality of life for Glendale’s residents and promote a thriving community.



The Role:
Provides professional and administrative support for City Council members including research, analysis of data, problem and dispute resolution, preparation of newsletters, reports, and neighborhood communications, and program or project management. 

Salary:
This position is:
  • FLSA Exempt.
  • A Grade 408 with with an annual salary of $82,845.26.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year. 
  • Vacation leave accrues at:
    •  5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day. 

Retirement:
This position participates in the Arizona State Retirement System (ASRS).
  • The current contribution rate is 12.27%.
  • Contributions are mandatory, and are collected each pay period.

  1. Investigates and answers sensitive phone calls, citizen inquiries, and complaints; provides information, resolves problems or refers calls to the appropriate person for action.
  2. Analyzes, interprets and prepares oral and written reports on research findings.
  3. Assists the City Council Members, provides general support and assistance on administrative matters.
  4. Develops strategies with Council members on activities and issues; keeps Council advised of organizational and community issues.
  5. Composes correspondence, newsletters and neighborhood communications on behalf of City Council members as required.
  6. Serves as the Council representative to citizens including tracking issues and cases in the Request for Service System and reports trends to City Council members and the City Manager's Office.
  7. Performs research on assigned problems or issues, analyzes findings and develops reports and recommendations. 
  8. Assists with planning, coordinating, and monitoring special programs or projects initiated by Council members.
  9. Plans, manages and attends Council district neighborhood meetings and other official events with Council members.
  10. Researches and writes speeches, speaking points and oversees preparations and distribution of all written materials including correspondence, newsletters.
  11. Develops and prepares scripts for Council members Glendale Today shows.
  12. Monitors Council District Discretionary Fund budgets, ensures proper documentation for expenditures.
  13. Directs and coordinates the work of office support staff as required per project.
  14. Researches and provides background information and materials for meetings, reports, speeches or correspondence.
  15. Serves as council representative at City, district, or community functions as necessary.
  16. Maintains records and statistics; prepares updates and reports for Director of Intergovernmental Programs.
  17. Provides follows ups with departments on behalf of council members.
  18. Performs other related duties as assigned.

Bachelor's Degree in Public Administration, Political Science, Communications, Public Relations or a related field and two (2) years of work experience performing executive level customer service, constituent services, event planning, research, briefing materials, communications, social media, and general support functions on behalf of elected officials, military officers, board of directors or other high ranking executives in the public or private sector.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • City government operations, organizational structure, city officials and their functions
  • The basic principles and practices of public administration
  • Basic research and analysis techniques, methods, and procedures
  • Ordinances, codes and policies governing city operations
Ability to: 
  • Communicate effectively, orally and in writing
  • Identify and access resources for problem resolution
  • Deal tactfully with citizens and resolve conflicts
  • Establish and maintain effective working relationships with City officials, governmental agencies, City employees at all levels, and the general public
  • Work independently and perform tasks involving numerous details
  • Use discretion and judgment in dealing with confidential, politically sensitive and controversial issues
  • Research and resolve citizen problems and complaints
  • Attend occasional evening and weekend city, district or community events
