About Us:The City of Glendale’s Development Services Department is made up of the Building Safety, Planning, and GIS/Mapping Divisions. These Departments serve the City and its citizens to ensure building code standards are met, structure plans are reviewed to ensure safety and proper code/zoning requirements are adhered to, all planning and development projects have had a through permit review process, and that the latest GIS databases and Maps have all the latest information.

The Role

The Planner performs professional planning work related to community planning and development on a variety of projects for the Planning Division of the Development Services Department.

Salary

This position is:

  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 408 with with an annual salary between $69,576.00 - $104,364.00.

Holiday, Vacation, And Sick Leave

Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year.
  • Vacation leave accrues at:
    • 5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).
  • Days per year estimates are based on an 8-hour work day.
Retirement

This position participates in the Arizona State Retirement System (ASRS).

  • The current contribution rate is 12.27%.
  • Contributions are mandatory, and are collected each pay period.

Essential Functions

  • Creates plans, policies, and ordinances.
  • Reviews and makes recommendations on General Plan amendments; provides stipulations for development proposals to ensure compliance with the General Plan, Zoning and other related ordinances.
  • Provides factual and accurate information to the public regarding planning activity.
  • Reviews site plans and construction plans for conformance with applicable City regulations and requirements.
  • Meets with property owners, attorneys, developers and other design professionals to discuss and resolve planning and development issues and exercises discretion in problem solving and negotiating agreements.
  • Conducts research and analysis, evaluates findings, identifies significant issues and develops staff recommendations on routine complex projects.
  • Makes presentations of completed reports to the various Boards, Commissions and citizen groups; periodically participates in Planning Commission, City Council, Board of Adjustment, and Development Review Board meetings.
  • Represents the City at meetings with outside organizations and citizen groups.
  • Creates and analyzes planning and demographic data in graphic formats utilizing technical tools.
  • Seeks out the assistance of other staff members on complicated issues to ensure that all angles have been explored that lead to a sound and defensible position.
  • Performs other related duties as assigned.

Minimum Qualifications

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's degree in Urban Planning, Urban Design, Geography, Landscape Architecture, or a related field, and two years experience in planning, project review or a related community development activity.

A Masters Degree in Urban Planning or a related field is preferred.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

  • The principles, practices, and methods used in urban planning and available implementation techniques
  • Data gathering and research methods, data review, reporting and presentation
  • Development issues and concerns, neighborhoods, public participation techniques, and the development process
  • Land use law, zoning and subdivision regulations
  • Urban design and site design principles, and the related fields of Civil
  • Engineering, Traffic Engineering, Architecture and Landscape Architecture
  • City policies and procedures related to land use and development
  • Project management and organization principles

Ability To

  • Provide exceptional customer service
  • Apply planning principles to work assignments, implement City ordinances and policies.
  • Review site plans and architectural elevations, and analyze the potential impact of development proposals
  • Plan and organize multiple projects to completion
  • Conduct research, compile data, analyze findings, identify key issues, and prepare professional recommendations
  • Communicate effectively verbally and in writing
  • Establish and maintain effective working relationships with co-workers, citizens, business owners, City officials, upper management, Attorney's, other design professionals, and developers
  • Exercise initiative and independent judgment
