About Us:

The City of Glendale's Transportation Department works to ensure safe and efficient travel for the people of Glendale.

The Role:

This is the first level in the Service Worker series. The Service Worker Right of Way performs skilled and semi-skilled construction, maintenance, and repair work in an assigned area of responsibility.
The ideal candidate for the role will have one year of experience in construction, maintenance, and repair work and/or in the operation of light, medium and heavy equipment related to area of assignment.

Holiday, Vacation, and Sick Leave:

Regular status position’s offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:

  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12.27%.

Salary and Hiring Bonus:
This position is a Grade 310 with an annual salary between $42,714.10 - $64,071.02.

In addition to a generous salary, this position offers a $1,000 Hiring Bonus!
Hiring Bonus to be paid as follows: $500 after 30 days of employment, $500 after 6 months of
employment. You must be an active employee at the time the hiring bonus is scheduled to be paid to
receive the bonus. Current
regular status City of Glendale employees are not eligible for hiring bonuses



Essential Functions

  • Performs skilled and semi-skilled construction, maintenance and repair work, such as repairing streets, laying concrete, carpentry, painting, plumbing, landscaping, and repair of specialized equipment.
  • Operates various light, medium, and heavy equipment including brush tractors, dump trucks, mowing and sweeping equipment, trucks, truck with trailers, and Fire vehicles.
  • May provide general direction to other employees and volunteers.
  • Uses various hand and power tools to accomplish tasks.
  • Explains and enforces rules and regulations pertaining to safety, barricading, direction of traffic, hazardous materials, and operation of equipment.
  • Notifies residents and businesses of work being performed; answers questions from citizens.
  • Maintains daily work records; may perform some computerized data entry work.
  • Transports and sets up supplies and equipment; makes required safety checks.
  • Operates city vehicles which may require a Commercial Driver’s License (CDL) depending on area of assignment.
  • Performs other related duties as assigned.


Right-of-Ways:

  • Performs skilled, and semi-skilled landscape construction, maintenance and repair work in an assigned area of responsibility.
  • Maintains right-of-ways, undeveloped properties and alleys.
  • Trims trees and bushes, cares for plants, and applies herbicides and pesticides.
  • Operates heavy mowing equipment, chainsaws, weed eaters, brush tractors, front-end loaders, and other landscape equipment.
  • Installs tests, maintains and repairs irrigation systems, vacuum breakers, valves and clocks.

Minimum Qualifications/Special Requirements/Success Factors

One year of experience in construction, maintenance, and repair work and/or in the operation of light, medium and heavy equipment related to area of assignment.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

  • Rules, regulations, policies and procedures relating to area of assignment
  • Materials, tools, equipment, safety hazards and precautions common to the assigned areas of responsibility
  • Hazard, safety rules, precautions related to equipment operation
  • Traffic laws, ordinances, rules and regulations as they relate to equipment operation
  • Street layouts and routes
  • Confined space entry procedures.

Ability to:

  • Read and understand blue prints, technical diagrams, and maps
  • Barricade work sites according to the Phoenix barricade manual
  • Understand and follow safe working practices
  • Communicate effectively, both orally and in writing
  • Deal courteously with the public
  • Establish and maintain effective working relationships with City staff and citizens
  • Operate and perform maintenance and minor repair on light, medium, and heavy equipment
  • Perform general maintenance and service requirements of equipment in area of responsibility
  • Understand and carry out oral and written instructions and work independently
  • Accurately and timely complete reports and logs; record daily work activities and enter and retrieve information on computers
  • Identify paint coatings for material and color matching
  • Operate and understand atmospheric sensing devices.
  • Maintain the appropriate state of Arizona driver license with relevant endorsements.
  • Coordinate hand and eye movements
  • Operate city vehicles; depending on area of assignment, may operate vehicles which require a Commercial Driver’s License (CDL)

Special Requirements
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
  • Valid Arizona class D driver license.
  • Valid Commercial Driver's License with endorsements is required for some positions and some positions require the ability to obtain a CDL within 90 days.
  • Work Zone Certification is required for some positions.
  • A WCISA Tree Worker Certification may be required for some positions within Right-Of-Way within six months of hire.
  • The Arizona Restricted Pesticide Certification may be required for some positions within Right-Of-Way within six months of hire.
  • Position in the Streets division require a Class A CDL with Tanker (N) endorsement within 6 months of hire.
  • Positions in Signs and Markings require possession of a Class B CDL within 90 days of hire and an International Municipal Signal Association (IMSA) Work Zone OR ATSSA Traffic Control Supervisor Certificate within one year of hire. In addition, possession of IMSA Signs and Markings Level I certificate is desirable.
  • May be subject to call back, stand-by duty, and evening, weekend and rotating shifts.
  • Certification for repair and operation of self-contained breathing apparatus, fire tools and equipment is required for some positions.
  • Some positions require Arizona Restricted use of Pesticide Certification or ability to obtain within one (1) year of hire.

Physical Requirements/Working Conditions

Work involves heavy digging, heavy lifting of 50 to 75 pounds, pushing/pulling trash containers and other objects, operating hand-held hydraulic jackhammers, extensive walking, bending, standing, lifting, raking and crawling, and standing on ladders. Enters, exits, and operates city vehicles which require a Commercial Driver’s License (CDL) depending on area of assignment. Exposure to heavy traffic, weather extremes, hazardous materials, dust, insects and gases.
