The Role:
The Supervisor, Water Services - Water Distribution plans, organizes and supervises the activities and staff of the water distribution field division within the Water Services Department.

This position will be open until filled; applicants will be reviewed as they are received.


Salary:
This position is:

  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 411 with with an annual salary between $80,544.00 - $120,816.00.

Holiday, Vacation, and Sick Leave:
Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year. 
  • Vacation leave accrues at:
    •  5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day. 


Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
    • The current contribution rate is 12.27%.
    • Contributions are mandatory, and are collected each pay period.

  1. Supervises, plans, schedules, implements, coordinates, directs, and monitors staff work and resources to accomplish installation, construction, maintenance, repair, testing, or reading work activities.
  2. Establishes job performance standards, evaluates job performance, recommends personnel actions, counsels employees, and initiates corrective actions.
  3. Ensures work safety including writing procedures, implementing policy, purchasing safety equipment, monitoring employee safety performance, and providing safety-related input on daily activities and projects.
  4. Ensures asset reliability and performance in areas of assignment.
  5. Interprets, explains, and enforces federal, state, county and city laws, rules, directives, and regulations on issues concerning OSHA, EPA, and ADEQ.
  6.  Provides City engineering department with drawings and specifications of modifications made to utility systems and reviews proposed and final blueprint plans of capital improvement and other projects related to area of responsibility.
  7. Reviews proposed and final blueprint plans of capital improvement and other projects related to area of responsibility.
  8. Assists with division budget development and management; tracks, monitors, reviews, approves, and control expenditures.
  9. Inspects and monitors work to ensure quality, material usage, and compliance with applicable rules, regulations, and engineering standards.
  10. Prepares work orders, estimates costs, and completion dates of work projects and orders materials, parts, tools, and equipment for daily, emergency and projected future usage.
  11. Receives, investigates, and resolves complaints and problems from citizens, customers, contractors, inspectors, and City departments.
  12. Routes new subdivisions and new meters being installed for reading purposes.
  13. Operates city vehicles.
  14. Performs other related duties as assigned.

Minimum Qualifications:  

Two years of college coursework with courses in wastewater collection and/or water distribution systems, and two years experience in public works construction, maintenance or repair work, including one year of lead supervision.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • Laws, regulations, ordinances and standards relating to area of responsibility
  • Procedures, materials, tools, equipment, safety hazards, and precautions common to the assigned area of responsibility
  • Supervisory practices and procedures
  • Budget preparation and monitoring practices 

Ability to:

  • Plan, organize and supervise the activities of an assigned work area
  • Effectively supervise, train and develop staff
  • Estimate equipment, personnel and material needs
  • Deal effectively with customers and the public in the resolution of complaints and provision of services
  • Maintain records and prepare oral and written reports
  • Operate a computer using database software
  • Communicate effectively, verbally and in writing
  • Operate city vehicles

Special Requirements:

  • Valid Arizona driver's license.

  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing. 
  • Water Distribution: ADEQ Grade 3 Water Distribution System Operator certification at time of application.
