The Role:
The Water Resources Program Manager manages the City’s water resources portfolio and oversees water planning activities. This role also advises City management on water resource issues; represents the City in meetings and negotiations with outside agencies and organizations; ensures compliance with state and federal regulations; and develops policies.

Salary:
This position is:
  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • A Grade 417 with an annual salary between $107,937.00 - $161,905.00.

Holiday, Vacation, and Sick Leave:

Regular status positions offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the calendar year. 
  • Vacation leave accrues at:
    •  5.33 hours per pay period (138 hours/17.25* days per year)
    • Increases to 6.12 hours after 5 years
    • Then caps out at 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year).

* Days per year estimates are based on an 8-hour work day. 
Retirement:

This position participates in the Arizona State Retirement System (ASRS).
  • The current contribution rate is 12.27%.
  • Contributions are mandatory, and are collected each pay period.

This position will be open until filled; applicants will be reviewed as they are received.
  1. Provides technical and strategic planning assistance and recommendations on use of reclaimed water, groundwater, surface water, and issues related to the City's water supply and demand and effluent supply and demand; produces technical reports and analyses on water use and supply.
  2. Performs analyses that enable the City to make operational decisions regarding the use of groundwater and renewable surface water based on identified constraints while continually maintaining safe-yield and coordinating the program for the acquisition and maintenance of 100-year assured water supply.
  3. Conducts long-range planning and protection of water rights and coordinates with water operation staff to purchase water from the Salt River Project and Central Arizona Water Conservation District to ensure compliance with the State Groundwater Management Act.
  4. Leads efforts to acquire future additional water supplies while protecting current water rights and gives guidance with recommendations concerning identified supply constraints or opportunities.
  5. Collaborates with federal, state, and local agencies at critical water resource meetings.   Active participation at these meetings includes presentations and protecting Glendale’s water interests for all water in the City’s portfolio.   
  6. Monitors proposed changes to federal and state water-related rules, regulations, and policies for potential impact on the City.  Apprises staff of current and proposed legislation and regulations affecting the City’s water resource management and other related matters.
  7. Conducts water policy analysis and makes recommendations to Water Services management.  Ensures compliance with the Arizona Department of Water Resources regulations and policies related to water resource management.
  8. Provides reports, policy advice, briefings and updates to advise City Management & Council on water resource issues, including regulatory trends, resource acquisition, shortages, future costs, etc.  
  9. Represents the department as liaison to other City Departments, government agencies, officials, boards, committees and the public.  
  10. Participates in negotiations/discussions with Central Arizona Water Conservation District, Department of Water Resources and Salt River Project regarding water rights with applicable input from the City's legal staff and Water Services management.
  11. Advocates for the City at regional and local water management groups such as the Arizona Municipal Water Users Association and the West Valley Water Association.
  12. Presents topics of water and climate concern to the Glendale Citizens Utility Advisory Commission.  
  13. Reviews proposed policies and procedures of raw water providers and state agencies; provides written and oral testimony to elected boards and City senior staff.
  14. Develops, negotiates, and administers contracts related to program and services with consultants and contractors; works with city attorneys preparing agreements and contracts.
  15. Assists with groundwater well planning and technical analysis to include siting studies, hydrogeological testing, review of test results, and review of designs.
  16. Serves as a spokesperson on water resource and environmental programs and issues and serves as liaison to local and regional water resource groups and agencies, regulatory bodies, and other government agencies.
  17. Assists in planning and the development of short and long-term goals. Coordinates operational and program efforts in alignment with goals and objectives related to assigned area of responsibility.
  18. Supervises employee(s) and coordinates personnel-related activities to include, but not limited to: training, recommending personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.  Provides direction and supervision; works with employee(s) to correct deficiencies and implements discipline procedures.
  19. Performs other duties as assigned.

Minimum Qualifications:

Bachelor’s degree in Geology, Hydrology or related science field and five years of experience in municipal, state or federal water resources and planning, water rights administration, water policy, water law or related field.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:
  • Federal, State, and County environmental and water resources laws, regulations and requirements impacting the City
  • Contracts and agreements with federal and state agencies and water providers (such as Salt River Project and Central Arizona Project)
  • Program/project management principles, planning principles, statistics, research methods, cost/benefit analysis, computer modeling, spreadsheets, and report/plan preparation

Ability to:
  • Operate a personal computer
  • Provide written reports addressing compliance with County, State and Federal regulations
  • Communicate effectively both orally and in writing
  • Conduct and facilitate meetings
  • Exercise discretion and judgment in dealing with sensitive and controversial issues
  • Establish and maintain effective working relationships with City employees, regional partners, regulatory agencies and the general public
  • Solve problems using critical thinking, analysis and diplomacy
  • Plan, manage, organize and complete complex programs and projects
  • Present information, findings and recommendations to diverse audiences
