Part-Time Code Enforcement Officer/Crime Analyst

POSITION TITLE: Code Enforcement Officer / Crime Analyst

REPORTS TO: Chief of Police & Captain/Assistant Chief of Police

FLSA Status: Part-Time / Non‑Exempt

POSITION SUMMARY: Serves as the Code Enforcement Officer and Crime Analyst. Job duties include enforcement of the “quality of life” codes: health, environmental, property maintenance, nuisance, weeds, sanitation, and zoning. Work includes investigating complaints in coordination with the police department, public works department and city hall staff; determining the individual responsible; notification to the violator; preparing case(s) for prosecution; initiating legal action (issuing summon[es]); coordinating City abatement; testifying in court; coordinating court activities; coordinating action with other departments; keeping residents, city administration and the Board of Aldermen advised of the status of cases; maintaining computer code complaint system; and maintaining complaint filing system.

CODE ENFORCEMENT FUNCTIONS OF THE JOB:

Essential Functions:

1. Investigating complaints from residents, City Hall staff, City administration, or the Board of Aldermen and making determination if a violation of City code exists and notifies the responsible individual.

2. Investigations and inspections may be required during non-business hours.

3. Initiating investigations and enforcement on problem properties and establishes target areas for enforcement.

4. Ensuring proper written notification of responsible party through legal records, property records, utility records, or other sources.

5. Preparing violation notices.

6. Answering complaints and questions about code violations and re-investigate in a prompt manner.

7. Making independent judgment if violator should be granted an extension to correct the problem.

8. Issuing of court citations, summonses and/or complaints.

9. Preparing compliance letters when responsible party corrects violation.

10. Working with the prosecutor to prepare City case and testifying in court.

11. Coordinating complaints with other departments.

12. Advising residents and command staff of status of complaints.

13. Maintaining and updating the code complaint computer system.

14. Updating complaint filing system.

15. Answering inquiries from public, property owners, staff, and administration regarding results of investigations and status of code compliance.

16. Driving City vehicles to inspection sites.

17. Attending court sessions and conducting investigations during non-business hours as necessary.

18. Performing other duties necessary for effective “quality of life” code enforcement activities.

CRIME ANALYST FUNCTIONS OF THE JOB:

Essential Functions:

1. The ability to analyze crime data, statistics and trends.

2. Conduct criminal investigations

3. Conduct interviews of victims and witnesses.

4. Conduct interrogations of suspects and offenders.

5. Conduct searches of persons, places, vehicles, and things.

6. Identify and arrest offenders, including subduing resistive arrestees; seek and serve arrest warrants, search warrants, and other court documents.

7. Transport, book and process prisoners; identify, seize, process, and package evidence.

8. Appear and testify in court and similar proceedings.

9. Conduct security inspections and surveys of buildings and businesses and make recommendations regarding security, etc.

10. Take proper safety precautions, anticipate unsafe circumstances and act accordingly to prevent accidents. Responsible for the safety of self, others, and public, as well as material and equipment.

11. May direct the public at scenes of crimes, disasters, or assemblies.

12. Complete accurate reports and other relevant documentation.

13. Stay current on training, new technologies, and changes in the law.

14. Other duties as may be assigned by supervisors.

Marginal Functions:

1. Develop public safety and educational programs.

2. Recognize and correct or report public hazards and inconveniences.

3. Assist prosecutors in the preparation of cases for trial.

4. Make presentations to groups and individuals on subjects related to the position’s tasks and functions; address complaints made by the public.

Physical/Visual Activities or Demands:

Physical/visual activities or demands that are commonly associated with the performance of the function

of this job include, but are not limited to:

1. Sitting, talking, hearing, walking, stooping, pushing, grasping, kneeling, crawling, reaching, climbing, running.

2. Performs bending, squatting, walking, climbing, (stairs and ladders), kneeling, crawling, and reaching both to ground level and overhead; and must be able to move about the inspection premises to inspect for violations.

3. Perform office duties including writing, typing and filing.

4. Ability to work various hours as needed with flexibility as necessary to attend court sessions and conduct investigations.

5. Normal mental and visual attention with normal hand-eye coordination.

6. Corrected vision measured at 20/20. Good depth perception, wide field of vision, good color perception and adequate night vision as required.

7. Wide range of physical effort required: lift heavy items (5 lbs. to 60 lbs.) that may have to be moved.

8. Must be able to pass an annual standardized physical fitness assessment.

9. Possible exposure to blood, body tissue and fluid.

Knowledge:

1. Comprehensive knowledge of the principles of law enforcement to solve problems and deal with a diverse number of variables.

2. Knowledge of law enforcement and business administration practices requiring some advanced skill knowledge.

3. Comprehensive knowledge of “quality of life” codes including health, sanitation, environmental, property maintenance, nuisance, weeds, zoning, etc.

4. Comprehensive knowledge of legal procedures to abate violations and prosecute violators.

5. Perform responsibilities in compliance with all OSHA, HAZMAT, and disease transmission rules and regulations.

Abilities:

1. Ability to read, interpret, and understand codes and legal procedures.

2. Ability to establish and maintain effective working relationships with fellow employees, complainants, violators, prosecutors, judges, and City leaders.

3. Ability to work with little direction or supervision.

4. Follow oral and written instructions, deal effectively and courteously with associates, property owners, and the general public.

5. Communicate effectively verbally and in writing and read and understand written information.

EDUCATION AND QUALIFICATIONS REQUIRED:

1. Missouri POST Certification required.

2. High School Diploma or GED required.

3. College Degree or some college preferred.

4. Ability to successfully complete training and necessary certifications.

5. Five years of investigative experience or some experience in the code enforcement field preferred.

6. Valid Driver’s License.

7. Free of felony and serious misdemeanor convictions.

WORKING CONDITIONS, ENVIRONMENT, AND POSITION RELATED HAZARDS:

Environmental and atmospheric conditions commonly associated with the performance of the functions of this job. Undesirable, exposed to all weather conditions, dust and noise.

Both indoor office environment and outdoors working environment. Outdoor working environment includes exposure to hazardous conditions such as entering the premises of unsafe, abandoned and unmaintained property and structures. Exposure to electrical, mechanical, health hazards associated with abandoned, derelict, deteriorated property and structures.
