The City of Glendora is seeking a dynamic and experienced Economic Development and Housing Manager to join our Community Development Department. This leadership role is responsible for overseeing economic development and housing programs, managing key projects, and working closely with city staff, external agencies, and the public to enhance community growth. Under the direction of the Community Development Director, this position plays a vital role in driving economic initiatives, supporting housing efforts, and providing expert guidance on special projects.

1. Manages and participates in the development and implementation of goals, objectives, policies and strategic priorities for economic development and housing programs. (a b d e I j k l m n o )
2. Collects, compiles, and analyzes information from various sources on a variety of specialized legislative topics; prepares comprehensive records and reports to present and interpret data, identifies alternatives and makes and justifies recommendations. (a b d e i k n)
3. Conducts surveys and performs research and statistical analyses on administrative, legislative, and operational problems or issues; monitors legislation and analyzes proposed legislation. (a b c d e h k l n)

5. Serves as a liaison for economic development and housing programs with employees, public and private organizations, community groups, organizations, contractors/consultants and quasi-governmental groups; provides information and assistance regarding the legislative programs and services; delivers or assists in oral presentations as requested; responds to and resolves inquiries and complaints. 6. As designated representative, leads or participates in committee activity; coordinates or conducts activities with other City departments, agencies and organizations and the community, contributing views and interests of the City in execution of assigned duties; sits on a variety of committees as the representative for the City. 7. Serves as ombudsman to business owners, property owners and developers regarding City processes. (a c d f g h i j k l)
8. Meets with and advises developers and community groups regarding economic development and housing programs and projects, policies and practices.( a c e f g I)
9. Coordinates assigned legislative programs, activities, and administrative support functions with other City departments, the public, and outside agencies. (a c d g

10. Administers and negotiates Affordable Housing agreements. (a b d e g i n )
11. Responsible for the oversight of the Community Development Block Grant (CDBG); Confers with other City departments on matters regarding CDBG related programs; informs citizens of program opportunities through participation in public meetings and makes presentations before the City Council and/or Planning Commission. 12. Oversees and monitors the HOME Investment Partnership Program; prepares and administers grants; receives and audits applications for assistance; monitors affordability requirements and covenants; processes monthly purchase orders and invoices; monitors program compliance with appropriate laws and regulations. 13. Coordinates the City’s economic development marketing efforts and dissemination of information to attract, retain and expand businesses in the City of Glendora. (a c d k o)
14. Assists in the coordination, marketing, implementation and monitoring of various programs intended to strengthen the economic base of the community; negotiates financing tools and packages to implement the City’s revitalization programs. (a b c d g i k l o)
15. Through communication with various stakeholders, identifies opportunities for additional economic growth and actively implements economic development strategies. (a c d g k m o)
16. Monitors and maintains compliance with pertinent federal, State, and local laws, codes, regulations, and ordinances; assists in implementing procedures to ensure compliance with applicable laws and regulations. (a b d h i j k m)

Typical Qualifications:
QUALIFICATIONS GUIDELINES
Education and/or Experience Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor’s degree or equivalent with major work in public administration, business administration, urban planning or a related field and four years of increasingly responsible professional management analysis experience. Supervisory experience preferred. A Master’s degree in Public Administration, Finance, or a related field is desirable.

Thorough knowledge of municipal legislative practices, programs, services and grants programs administration; organization and management practices as applied to the analysis and evaluation of municipal programs, policies, and procedures; principles and practices of public administration management; advanced research and reporting methods, techniques, and procedures including planning, design, and analysis; pertinent federal, State, and local laws, codes, and regulations; modern office procedures, methods, and computer applications; principles of mathematics and statistics; public presentation methods and techniques; supervision, mentoring and training; research and report writing practices.
Special Requirements
Salary : $118,431 - $143,954
